DESCRIPTION
Under general direction, to supervise, plan, organize, manage, and perform fund development and grant activities targeting financial goals to support the operating budget for assigned departments and the Health Care Services Agency; plan, coordinate, and review the work of subordinate staff; and to do related work as required.  DISTINGUISHING FEATURES

Positions in this classification are located in the Health Care Services Agency (HCSA), and reports to senior management are assigned to support their respective department. Incumbents in this classification are responsible for providing supervision, professional, administrative, and technical services in fund development and grant activities while having a strategic relationship with departmental Finance to maximize leveraging grant and federal-state funding sources. 

This classification is distinguished from the Fund Development and Grant Specialist in that the latter performs grant development and tracking activities, writes proposals, and conducts budget development from public/private funding sources, whereas the former serves as a key advisor to the assigned department while supervising the work of professional, technical, or support staff. 

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Supervises, plans, organizes, and reviews the day-to-day work of professional, technical, or support staff.
  2. Plans, directs, reviews, evaluates, and provides training and professional development of staff.
  3. Recommends the selection of staff; recommends and implements discipline as required.
  4. Manages, plans, coordinates, writes, directs, and evaluates grant development and management activities and strategies within assigned department; reviews and advises on the availability of grants, submission through contract execution, and progress on the scope of work.
  5. Manages grant applications and provides guidance and direction to staff in support of the grant application review process, including summary data and reports on grant applicant pools.
  6. Recommends policies, procedures, and processes in support of fund development goals and operations, in accordance with relevant legal parameters, and implements and monitors compliance with approved policies, procedures, and processes.
  7. Supports program launch and startup activities for awarded grants, including early implementation planning, supporting Board letters, and advising Leadership and program staff on setting up administrative, evaluation, and fiscal structures for ongoing grant management.
  8. Oversees the development and implementation of grants management systems, including online files, databases, grants processing protocols and procedures, and is responsible for ongoing maintenance and refinement of those systems.
  9. Monitors and reviews Federal and State legislation that may impact Health Care Services Agency grants and/or contract management.
  10. Recommends, prioritizes, and executes funding strategies in conjunction with Agency and Department leadership; identifies, funding opportunities to maximize revenues, leverage strengths and partnerships, and deliver prioritized services.
  11. Serves on leadership team at the Department or Agency level, inform cross-division/cross-department strategic plans, programs policies, and procedures, and maintaining comprehensive knowledge of Agency and Department priorities, initiatives, and programs. Convene and lead workgroups to plan and execute activities and initiatives identified in strategic fund development.
  12. Represents the Agency and Departments in building philanthropic partners with local business and state/federal funding agencies; develops funding applications, including negotiating funding and MOUs, coordinating strategies and service delivery, and developing scopes of work with internal and external programs and units.
  13. Develop and implement program and outreach strategies related to fund development activities while collaborating with vendors to design materials; manage fundraising events, and capital and individual donor campaigns.
  14. Administers, manages, and tracks a portfolio of the most complex grants, cooperative agreements, or other funding streams for the agency, including multiple multi-million dollars, multiple-partner grant initiatives. Serve as the single point of contact for the respective department in all funder correspondence. 
  15. Manages staff coordinating fiscal and programmatic reporting, budget and work plan revisions, implementation and evaluation plans, and grant closeout.
  16. Coordinates with Finance teams and participates in the design of fiscal structures to ensure execution of required grant-related financial activities; creates and updates grant/fund development forecasts.
  17. Participates in departmental, agency, and county-wide planning and coordination processes; ensures the most strategic use of grant resources to provide for the most effective delivery of services across divisions and departments.
  18. Prepares narrative and/or statistical reports; makes presentations to management, County leadership, partners, and stakeholders; monitors legislative and regulatory changes that may affect program operations and recommends necessary changes.
  19. Operates a variety of standard office equipment, including work-related computer systems and technology; may drive a County or personal vehicle to make site visits and attend meetings.


MINIMUM QUALIFICATIONS

EITHER I
Experience

The equivalent of two (2) years of full-time experience in the class of Fund Development and Grant Specialist or in an equivalent or higher-level class in the Alameda County classified service. 

OR II

Education:

Possession of a bachelor’s degree from an accredited college or university in Health Administration, Public Policy, Business Administration, Public Administration, Public Relations, or a closely related field.(Additional professional experience may be substituted for the education on a year-for-year basis.)

AND
Experience:

The equivalent of three (3) years of full-time professional-level experience in fundraising which included revenue generation through competitive federal grant applications, state and foundation competitive grant writing, bond financing, and/or private fundraising, including resource development, preferably for a non-profit or government organization. One (1) year of the required experience must have been in a supervisory capacity.
