DESCRIPTION
|
Under general direction, provides administrative oversight to the following three entities; the Alameda County Developmental Disabilities Council (DDC), the Council’s Board of Directors, and the Executive Committee of the Board of Directors related to the planning, development, review, and evaluation of services for individuals with intellectual and development disabilities; guides the department and Alameda County Health in integrating a focus on the disability community into its health equity work; provides leadership and advocacy on behalf of disabled individuals; and performs related work as required.
DISTINGUISHING FEATURES
This single position classification, located in the Public Health Department, reports to the Deputy Director of Family Health Services and is responsible for representing the interests of Alameda County on behalf of individuals with intellectual, developmental, and other disabilities at public meetings at the state and local levels. The employee provides professional staff direction to the Board of Directors and the broad-based membership of the Alameda County Developmental Disabilities Council, which is comprised of consumers, family members, service providers, and other community members working in collaboration to improve systems for the disabled population, and represents and integrates the interests of the broad spectrum of individuals with disabilities in Alameda County into the department’s efforts to assure health equity for all Alameda County residents. This position may supervise the work of clerical/administrative support staff.

EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each employee in the classification does not necessarily perform all duties listed.
- Provides administrative oversight to the Board of Directors of the Alameda County Developmental Disabilities Council, the Executive Committee, and to the General Council.
- On an annual basis, completes a comprehensive gap analysis to identify unmet needs in services, disparities in health status, and access to services as well as recommendations for action, and formally presents results to the Alameda County Board of Supervisors and/or its subcommittees and other stakeholders as appropriate.
- Provides administrative support and coordinates activities and deliverables for all subcommittees.
- Provides administrative oversight for service contract provisions and deliverables, ensuring measurable outcomes and adherence to established timeframes and county policies.
- Participates as a core voting member of Alameda County Health Legislative Council; brings current legislation related to persons with disabilities forward for consideration. On an annual basis, reviews and updates the legislative platform and advises the County Legislative Council on current concerns related to disability, makes recommendations, and provides information for consideration regarding proposed bills in preparation for the Board of Supervisors’ approval.
- Provides public testimony to the California Senate Subcommittee on Health or other subcommittees as necessary to advocate for those with intellectual and developmental disabilities.
- Coordinates local disabilities conferences, events, and activities.
- Provides information and/or referrals to services, including benefits planning, housing, education, health care, etc., to consumers, family members, and service providers.
- Meets with Alameda County legislators and staff to provide education and recommendations related to the concerns and interests of individuals with disabilities.
- In collaboration with the Departmental Disabilities Planning and Advisory Executive Committee, creates the monthly Developmental Disabilities Council agenda and supporting materials for Board members and committees and ensures follow-up related to Board actions. Creates and distributes monthly newsletter for the public and provides monthly website updates for the Executive Committee and the public.
- Provides consultation, training, and technical assistance to community organizations to meet the needs of individuals with intellectual, developmental and disabilities.
- Promotes the Developmental Disabilities Council’s policies and programs to community groups and individuals; serves as a catalyst for the establishment of additional necessary programs within the community.
- Acts as a liaison between county, state, and federal agencies to advocate for the broad needs of persons with disabilities.
- Participates in state and local emergency management meetings, representing the interests of individuals with disabilities. Provides the county emergency management staff with education on the functional and assessment needs of individuals with disabilities.
- Coordinates the Alameda County Functional Assessment Services Team (FAST), recruits staff, and provides training and development of members for disasters as necessary. Following deployment, completes detailed summary report of deployment experience and suggestions for future disasters to the Alameda County Health Officer and emergency managers.
- May supervise a small team of administrative/clerical staff performing duties in support of the Council’s work and activities.

MINIMUM QUALIFICATIONS
|
Education:
Possession of a bachelor's degree from an accredited college or university with major coursework in psychology, social work, sociology, public health, or a closely related field.
AND
Experience:
The equivalent of four (4) years of full-time professional-level experience in the direct delivery or oversight of services to individuals with developmental disabilities, at least one (1) year of which was in program planning or an administrative capacity.
Substitution:
Possession of a master’s degree from an accredited college or university with major coursework in psychology, social work, sociology, public health, or a closely related field may substitute for two (2) years of the required experience.
License:
Possession of a valid California Driver's license is required.
