DESCRIPTION

Under general direction of executive management, develops, implements, and administers the external affairs programs in support of the Assessor’s Office communication, public policy, and engagement efforts. Conducts analysis on legislative and policy studies to make recommendations and assist with implementation and proposed operational changes and programs; plans, writes, develops, coordinates, and directs the Department’s fund development and grant management activities; represents the Assessor’s Office to external partners and members of the public; and performs related duties as required.

DISTINGUISHING FEATURES  

This is a single position classification located in the Assessor’s Office. The Assessor’s External Affairs Manager reports to a member of the executive management staff including the Assessor and/or Chief Deputy Assessor.  This position is responsible for overseeing the communications, external legislative policy, and fund development programs within the Assessor’s Office.  Incumbents work independently and are involved in planning and facilitating the day to day implementation of a variety of external programs, studies, and projects. The incumbent supervises, manages, and coordinates the Public Relations Unit (PRU) and staff for the Alameda County Assessor's Office.


EXAMPLES OF DUTIES

NOTE:    The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Individuals in the classification do not necessarily perform all duties listed.

  1. Supervises, plans, directs, and reviews the work of subordinate staff.  Hires, trains, instructs new personnel and on an on-going basis.  
  2. Researches, develops, coordinates, writes, and submits grant proposals to local, county, state, federal, and private funding sources; coordinates the grant application process engaging the funder and relevant parties as needed.   
  3. Monitors non-monetary portions of grant compliance and maintains communication with awarding agency or organization.  
  4. Reviews reports and analysis of proposed programs, with particular emphasis on the impact of such programs upon Alameda County.
  5. Tracks legislation that is impactful to the Assessor’s Office and Alameda County including but not limited to: Alameda County ordinances, California State Legislature, and Federal policies.  Prepares reports and analysis on legislation and legislative programs of interest to the Assessor and the citizens of Alameda County.
  6. Researches, analyzes, and drafts local legislation and ordinances as needed in support of the Assessor’s Office.  May collaborate with external partners to draft legislation at the state level in support of the California State Assessors.
  7. Establishes and maintains effective working relationships with department and County staff, local elected officials, community-based organizations, representatives of state and federal agencies, and the citizens of Alameda County.
  8. Supports and drives department engagement with local stakeholders and represents the Assessor’s Office before a variety of external partners, organizations, or citizens of Alameda County.  
  9. Oversees creation and dissemination of departmental publications, newsletters, website development, annual report, and media correspondence.   
  10. Oversees the Department’s social media strategy and engagement.

MINIMUM QUALIFICATIONS

Education:

Possession of a Bachelor’s degree from an accredited college or university.  

AND  

Experience:  

The equivalent of four (4) years of full-time professional-level experience in communications, public policy, fund development, external affairs, and/or a related field.  Two (2) years of the required experience must have been in a supervisory capacity.    

Substitution:  

Four (4) years of additional professional experience may be substituted for the education requirement.  

A Master’s degree in a related field may be substituted for one (1) year of supervisory experience.  

Special Requirement:  

Incumbents may be required to attend activities in the evenings and/or on weekends.
