DESCRIPTION
Under general direction, this position has responsibility for planning, organizing, developing and implementing federal, state and/or local mandated programs in the areas of child care, and related family support programs; and performs other related duties as required.

DISTINGUISHING FEATURES

This single position classification is unique by its role in developing and implementing systems and programs that encompass government, professional, and community-based organizations to address the needs of children and families in Alameda County. The position provides child care and family policy and program analysis, research and planning, and resource development analysis to County employees, community based child care, school district and post secondary educational institutions, local businesses, and municipal and civic organizations within Alameda County. The position is currently located within the General Services Agency and provides staffing services to the General Services Agency and Human Resource Services. The position reports to the Deputy Director, General Services Agency for day-to-day supervision.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Act as staff Director for the Alameda County Child Care Planning Council. Direct/supervise all research and needs assessments to establish County-wide child care service needs, set policy and program funding priorities, recommend appropriations for specific services and establish and implement grants development strategy and action. Advise the Board of Supervisors on all child care issues and policies.

2. Provide specialized technical information and advice on child care obstacles faced by CalWORKS and other Social Services Agency clients. Assist Social Services Agency management in the development and implementation of child care systems; represent the County with national, state and local funding sources.

3. Supervise research done by County or academic institutions to identify barriers and solutions to successful child care delivery systems for Alameda County residents.

4. Manage County staff on collaborative research and planning of projects conducted in partnership with non-profit organizations, private businesses and public and private funding sources.

5. Represent the County and/or otherwise serve on national, state and local advisory and professional boards and committees such as the Interagency Children’s Policy Council.

6. Direct child care research and program development for specialized programs such as Alameda County’s Children and Families First (Proposition 10).

7. Serve as spokesperson to public and private local, state and national organizations on the County’s efforts in the areas of family support programs, and child care services.

8. Act as staff to child care and family service policy-making bodies and County departments, focusing on multi-disciplinary, inclusive approach to planning and program development.

9. Provide technical assistance on economic development programs with local businesses, developers, and municipal and community planning organizations.

10. Oversee feasibility studies, and plan child care facilities in County buildings.

11. Inform County vendors and businesses on child care service opportunities.

MINIMUM QUALIFICATIONS

Education:

A Bachelor’s degree from an accredited four year college or university in social sciences, child development, public administration or a closely related field. Additional qualifying experience may be substituted for the required education on a year-for-year basis.

AND
Experience:

The equivalent of five years of full-time experience with the development, research, analysis, implementation and/or evaluation of child care service delivery and/or work/family programs.

Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
