DESCRIPTION
|
Under administrative direction, plans, organizes and directs the Alameda County Interagency Children’s Policy Council (ICPC) through collaborative teamwork and with the assistance of subordinate professional level and supervisory staff; provides interagency cross systems, planning, policy development, and specific activities toward improved outcomes for Alameda County’s children, youth and their families; and performs other related work as required.
DISTINGUISHING FEATURES This single position class is located in Health Care Services Agency Administration and reports directly to the ICPC Co-Chairs. The Director maintains regular communication with the ICPC County Council, the County Administrator’s Office and the Board of Supervisors and has administrative and a policy development responsibility for the Interagency Children’s Policy Council (ICPC) relative to countywide interagency, collaborative efforts. These responsibilities are administered via a multiple County department organizational structure. This class is unique in that it fosters interagency communication and collaboration between County agencies and professionals at various levels of authority and responsibility. It is further unique in that it works in collaboration with ICPC and the Board of Supervisors, identifies and advocates for policy and fiscal reforms to support and sustain Alameda County’s interagency and service integration efforts. |
EXAMPLES OF DUTIES

1. Provides monitoring and supervision of assigned staff; participates in the selection process and provides for staff training and professional development; implements discipline as necessary. 2. Conducts formal performance evaluation of staff, in accordance with Agency departmental policies and procedures. 3. Plans, develops, oversees and administers the operational activities of Alameda County’s Interagency Children’s Policy County (ICPC) through teamwork and subordinate supervisory and professional staff. 4. Develops and maintains effective and collaborative communication with multiple partners and interested constituents, both internal and external to the County. 5. Fosters interagency communication and collaboration between County agencies and professionals at various levels of authority and responsibility. 6. Oversees the development, coordination and evaluation of a variety of interagency/cross systems activities. 7. Plans, recommends and implements a flexible evolving structure that uses interagency work groups to carry out county-wide systems reform and service integration activities. 8. Provides policy and analysis and identifies barriers and opportunities for system integration and improvement in collaboration with various County entities, public sector partners, and community stakeholders that facilitate public service reform efforts to improve outcomes for Alameda County’s children, youth, their families and caregivers. 9. As requested, serves as a liaison between Alameda County and local, state and federal agencies on County reform efforts, and represents ICPC and the County in a variety of local public speaking engagements. 10. In collaboration with the ICPC and the Board of Supervisors, identifies and advocates for policy and fiscal reforms to support and sustain Alameda County’s interagency and service integration efforts. 11. Monitors legislative activities and changes in laws and regulations; assesses their effect upon County interagency efforts and proposes cross-system approaches to addressing potential impacts. 12. Prepares a variety of correspondence, narrative and statistical and analytical reports, and other written materials. 13. Operates a variety of standard office equipment including a word processor and/or computer; may use a personal or county vehicle to make site visits and attend meetings. 14. Performs other duties as assigned within the classification. |
MINIMUM QUALIFICATIONS

Education:
Possession of a Master’s degree from an accredited college or university in business administration, public policy, public administration, health care administration, social science or related field. (Additional experience as outlined below may be substituted for the education on a year-for-year basis.) AND Experience: The equivalent of five years of full-time experience in administration, management, planning and evaluation in the oversight of a program or agency focusing on Children and Family Service Systems. License: Possession of a valid California Motor Vehicles Operator’s license. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
