DESCRIPTION
Under general direction, to plan, coordinate, and administer the Office of Acquisition Policy (OAP), a division responsible for outreach, contract and labor compliance, and contracts related to public/private partnerships; supervises OAP staff and the day-to-day activities; provides specialized consultation and acts as the liaison to County departments/agencies, contractors, community-based organizations, and other jurisdictions; and to perform related duties as required.

DISTINGUISHING FEATURES

This is a single classification located in the General Services Agency and reports to the Chief Deputy of Administration. The Contract Compliance Supervisor is responsible for the development, implementation, and maintenance of policies, procedures, and systems related to the OAP.  The position is also responsible for the management and oversight of the following: the County’s Small Local and Emerging Business (SLEB) waiver process, SLEB goals monitoring process, and consultant and contracts for professional services. The Contract Compliance Supervisor’s functions are independent of those of project and construction managers. This classification is distinguished from the lower-level classification of Contract Compliance Officer in that the Contract Compliance Supervisor has supervisorial and management responsibilities.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level.  Each individual in the classification may not necessarily perform all duties listed.

  1. Coordinates and directs the day-to-day activities and staff of the Office of Acquisition (OAP) Policy, including business outreach, contract compliance, labor compliance, and contracts related to public/private partnerships. 
  2. Keeps abreast of and monitors compliance with Federal, State, and County contracting rules, regulations, policies, and procedures; recommends program updates, modifications, and enhancements, as needed.
  3. Develops and implements policies, procedures, goals, and initiatives for OAP, including SLEB and local vendor participation.
  4. Implements and maintains an effective compliance system to ensure compliance with equal opportunity regulations and policies for construction, procurement, and professional services contracts, and Federal and State contracting and labor codes.
  5. Provides specialized and technical consultation to GSA staff and other County agencies and departments related to various acquisitions and contracts.
  6. Assist County departments and agency staff to prepare Request for Proposals/Quotes/Qualifications (RFP/Qs), bids, contracts, and related services; and reviews RFPs and RFQs to ensure that solicitations include all necessary Public Contract Code, Labor Code, and County equity program provisions.
  7. Conducts solicitation for and oversees contracts for services that support OAP operations, including but not limited to outreach technical assistance, project labor agreements, and labor compliance.
  8. Manages sensitive and highly complex projects, contracts, and related services.
  9. Serves as a liaison with County departments and other jurisdictions and represents the Agency and County at various meetings and hearings related to OAP and contract and labor compliance.
  10. Compiles and analyzes data on participation by Minority/Women Disadvantaged Business Enterprise (M/WDBE) ethnic background of workers by craft, and financial participation by minority and women-owned businesses; prepares program and statistical reports.
  11. Serves as liaison on contract/labor compliance matters with the Diversity Program’s Manager, other County departments, and other agencies.
  12. Provides consultation on post award administration of contracts and monitors performance of the requirements and scope of the contracts to ensure compliance with Federal, State and County rules, policies and procedures, including permitting requirements.
  13. Prepares and presents various written reports and presentations to a diverse audience.

MINIMUM QUALIFICATIONS

EITHER I 
Experience:

The equivalent of three (3) years of full-time experience as a Contract Compliance Officer or higher in the Alameda County classified service. 

OR II
Education:

Possession of a bachelor’s degree in business administration, public administration, or  related field from an accredited college or university. 

AND
Experience:

The equivalent of four (4) years of full-time, increasingly responsible experience in the field of construction management, contract compliance, equity programs or industrial relations which includes oversight and coordination of outreach and contract administration projects. One (1) year of the above experience must have been at a supervisory level. 

Substitution: The equivalent of four (4) additional years of full-time experience may be substituted for the degree on a year-to-year basis.

License:

Possession of a valid California Motor Vehicle Operator’s license. 

Special Requirements:

Must be willing to travel to various locations within and outside the County and attend meetings/events outside of standard business hours.
