DESCRIPTION
|
Under general direction, supervises the Medical Leaves & Accommodation Services unit staff; directs the day-to-day activities of the case management teams; provides consultation, technical assistance, management advice and support to Medical Leaves & Accommodation Services staff and Alameda County agencies/departments pursuant to County policies and procedures, State and Federal disability laws and leave provisions, and other applicable statutes; oversees the coordination of Family and Medical Leaves, Temporary Modified Work, Workers’ Compensation claims; and performs other related work as required.
DISTINGUISHING FEATURES
This management class is located in the Human Resource Services Department’s Medical Leaves & Accommodation Services unit, and is distinguished from the lower level Medical Leaves & Accommodation Services Case Manager in that the latter does not have supervisory authority, including involvement with hiring, performance evaluation, discipline, discharge, and resolving grievances. The Medical Leaves & Accommodation Services Supervisor is distinguished from the higher level Medical Leaves & Accommodation Services Administrator in that the former provides first-line, day-to-day supervision of the case management teams, while the latter is responsible for the overall planning, design, management, and operation of the Medical Leaves & Accommodation Services unit.

EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
- Monitors, and performs evaluations of, the daily work activities of the centralized disability case management teams engaged in the administration of departmental Medical Leaves & Accommodation Services to ensure compliance with County medical leaves and reasonable accommodation related policies, procedures, and processes.
- Conducts interviews and makes recommendations when hiring new Medical Leaves & Accommodation Services unit staff; provides training and instruction on the most efficient and effective management of medical leaves and accommodation cases, the completion and processing of related forms and troubleshooting problems that may arise.
- Provides leadership, consultation, technical assistance, and support to Medical Leaves & Accommodation Services unit staff and County agencies/departments on medical leaves and accommodation related matters by interpreting and explaining State and Federal disability laws; County policies, procedures and provisions; and, memoranda of understanding, surrounding family and medical leaves, reasonable accommodations, fitness for duty, temporary modified work, personal disabilities and the coordination/processing of Workers’ Compensation injury/illness claims.
- Serves as a subject matter expert providing medical leaves and accommodation related consultation, information and case management recommendations to County Counsel, Risk Management, ACERA, the Auditor-Controller Agency, other County agencies/departments, and health providers.
- Prepares and conducts medical leaves and accommodation management case review meetings with Medical Leaves & Accommodation Services teams, County departments, Risk Management, Labor Relations, and County Counsel to identify high-risk cases, and develop appropriate plans of action to ensure effective case handling and reduce liability.
- Assists in the design, development, organization, planning and coordination of countywide training, and participates as a trainer/presenter on medical leaves and accommodation related topics.
- Prepares, speaks, and presents various reports and data on medical leaves and accommodation related matters, including presentation to individuals, agencies/departments, worker’s compensation liaison/disability coordinators meetings, the Civil Service Commission, and other groups.
- Receives, and responds to, inquiries or complaints related to the administration of countywide Medical Leaves & Accommodation Services.
- Offers reemployment plans to disability retired employees and provides countywide vacancy reports and consultation to employees when needed.
- Assists in the creation and revision of medical leaves and accommodation related policies, procedures, handbooks, guides, forms, manuals, and other documents.
- Schedules and reviews reasonable accommodation requests from applicants, monitors activity in the reasonable accommodation database, schedules and conducts accommodation meetings when necessary and approves/denies requests as appropriate.
- Reviews and monitors countywide pre-employment physical results which may result in providing reasonable accommodations.
- Assists Medical Leaves & Accommodation Services case management teams and County agencies/departments with researching assistive technology, software, equipment, and other reasonable accommodation possibilities for disabled applicants and employees in compliance with local, state, and federal laws.
- Personally, handles and provides case management functions on the more sensitive disability related cases; consults with, and at times advises, the Medical Leaves & Accommodation Services Administrator on the most complex cases.

MINIMUM QUALIFICATIONS
|
EITHER I
Experience:
The equivalent of two (2) years of full-time experience as a Medical Leaves & Accommodation Services Case Manager, or Departmental Human Resources Officer in the Alameda County classified service.
Experience involving medical leaves and reasonable accommodation case management, administration of family and medical leaves and the use of the knowledge and abilities described in this specification is highly desirable.
OR II
Education:
Possession of a bachelor’s degree in a relevant field from an accredited college or university.
AND
Experience:
The equivalent of four (4) years of recent, full-time experience in professional level personnel work involving disability case management, administration of family and medical leaves and reasonable accommodations, and the use of the knowledge and abilities described in this specification. Supervisory experience is highly desirable.
NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
