DESCRIPTION

Under general direction of the Training and Education Center's (TEC) Director/HR Division Manager, manage the center's training and organizational development programs including workforce training and organizational development, analysis and planning, Learning Management System (LMS), training, curriculum design, implementation, and consulting/coaching programs.

 

DISTINGUISHING FEATURES

 

This is a single-position classification.  The incumbent in the classification is located in the Human Resource Services Department, within the County of Alameda Training & Education Center.  This classification reports to the Training & Education Center Director/HR Division Manager.  Primary responsibilities are in the areas of management and supervision of staff and programs within the context of training, employee, and organizational development, with focus on current and future workforce needs.


EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.


1.  Develop, update, and oversee implementation of workforce training and organizational development needs and gap analysis, analyzing trends and making recommendations for systems or business processing changes.  

2.  Work in partnership with County and non-County operating departments to assist and facilitate business process and organizational changes.

3.  Manage overall design and implementation of all training and development programs.  Develop partnerships with County departments, colleges, universities and external agencies to design and deliver training and organizational development programs. 

4.  Prepare and present various reports, recommendations and studies with a strategic perspective for future programming. 

5.  Supervise, train, and evaluate staff in the implementation of programs and services.

6.  Project management of various initiative or programs.

7.  Assist in supervision and oversight of center's services, as back up to Center Director/HR Division Manager.
 
8.  Administration of the Learning Management System (LMS).

MINIMUM QUALIFICATIONS
Education:

Possession of a Bachelor's degree from an accredited college or university with major coursework in business administration, public administration, behavioral science, human resources, training and development or a closely related field.

AND

Experience:

The equivalent of five years full-time progressively responsible professional experience designing, delivering and managing training and organizational functions within a large organizations.  Two years of the five years experience must include experience in a supervisory role.  Municipal government and/or Human Resources experience is desirable.  Possession of a Master's Degree in one of the majors listed above may substitute for two (2) years of the general experience but will not substitute for the supervisorial requirement.


License:

Possession of a valid California Driver's License and a satisfactory driving record as a condition of initial and continued appointment.
