DESCRIPTION
|
Under general direction, develops, administers, manages and interprets program and policies; monitors County performance of safety and loss control functions pertaining to County employees, property and public liability risk exposures; and performs other related duties.
DISTINGUISHING FEATURES This single class position will be responsible for developing, managing and supporting all phases of the County of Alameda’s Occupational Health, Safety and Loss Control Program. The incumbent will provide professional knowledge and expertise to ensure a safe and healthful work environment; compliance with local, state and federal safety regulations and industry standards and protection of County assets that include people, property, finance and environment. This position is distinguished from the lower level class of Senior Risk Analyst in that the former class will have overall supervising and managing responsibilities for the Occupational Health, Safety and Loss Control Program. |
EXAMPLES OF DUTIES

1. Designs and implements necessary policies, procedures and program manuals, operational strategies, safety committees, accident prevention and investigation activities. Collaborates and provides technical assistance and support to County departments, agencies and personnel. 2. Reviews and evaluates department/agency claims and loss experience, and identifies related safety and loss control training needs. Plans, develops, conducts and/or helps facilitate training programs and seminars for employees on all levels in the principles and practices of occupational health, safety, and loss control. 3. Coordinates, communicates and oversees County compliance with applicable safety laws and standards, including Occupational Safety & Health Administration (OSHA), Environmental Protection Agency (EPA), National Fire Protection Association (NFPA) and other safety laws and standards. Collaborates and coordinates with County departments/agencies and County Counsel to ensure appropriate responses (written and oral) and actions are made and documented as may be required by law. 4. Prepares periodic written documents and reports on County safety and loss control operations (employee injury and illness statistics, successes, issues and concerns). 5. Conducts regular safety and loss control inspections, surveys and hazard analyses of County operations and facilities, and special events. Drafts and issues written reports and recommendations as necessary, monitors and tracks department/agency compliance. Advises employees and County management on loss prevention and safety practices and potential hazards. 6. Provides and/or coordinates safety engineering advice and compliance monitoring to County departments and agencies prior to and throughout the purchase or installation of major County equipment, the design and construction of County buildings or property under the direct care, custody and control of the County. 7. Reviews major construction-related contracts and periodically observes and monitors contractor safety activities, safety manuals and documents to assist in the identification of issues related to contractor compliance with County requirements. 8. Surveys, inspects and provides safety and loss control reports (current conditions and safety considerations) on all proposed real estate transactions, major facility or venue use agreements prior to County purchase, lease and occupation, or other assumption of risk by County. 9. Supervises, organizes and directs Safety & Loss Control (Engineering) Section (Risk Management Unit) work activities and staff. Establishes written performance standards, goals and objectives and employee performance. 10. Communicates with federal, state and local safety, health and environment agencies concerning County regulatory agency compliance. 11. Keeps abreast and analyzes existing and proposed state and federal safety-related laws. |
MINIMUM QUALIFICATIONS

Education:
Possession of a Bachelor’s degree from an accredited college or university in occupational health and safety, industrial hygiene, environmental safety, fire science or related fields. (Additional experience as outlined below may be substituted for the education on a year-for-year basis.) AND Experience: The equivalent of five years full-time progressively responsible journey-level experience in occupational health and safety, industrial hygiene, fire protection, and/or environmental safety program development and administration of which a minimum of the equivalent of three years of full-time experience has been in a supervisory capacity. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
KNOWLEDGE AND SKILLS

Knowledge of: • Mathematical and analytical concepts. • Word processing, Spreadsheet and presentation software (i.e., Microsoft, WordPerfect and similar products). • Occupational health, safety and accident prevention principles and practices. • Survey and inspection procedures dealing with real estate transactions, facility or venue usage, lease and occupation and risk identification and measurement. • Principles of supervision, management control, staff development and training. • Applicable safety laws/standards, (OSHA, EPA, NFPA, etc.). • Safety and loss control principles and practices. • General worker’s compensation and risk management program principles and practices.
