DESCRIPTION

Under general direction, plans, implements and manages agency-wide staff training and development programs within the Social Services Agency through in-house professional staff or contracted training; identifies and defines training needs and objectives; consults and provides technical assistance to the two other program training departments in the agency; and performs related work as required.
DISTINGUISHING FEATURES This is a management classification responsible for coordinating and establishing training programs and curriculum development for all levels of Social Service Agency staff in all departments. This class is distinguished from the lower level class of Staff Development Specialist in that this class supervises and directs professional and clerical staff, provides oversight of contracts and contractors, and consults and provides technical assistance to the two program training departments in the agency. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Plans, directs, establishes standards and develops policies and procedures for a professional, Agency-wide training program. 2. Provides oversight of over 10 agency-wide training contracts including monitoring and evaluation. 3. Recruits, hires, and directs professional training staff as well as clerical support. 4. Collaborates with program training departments regarding contracts. 5. Coordinates with Universities, Community colleges, contractors, other County departments, regional planning groups and other training entities to build partnerships, solicit community involvement and provide community education. 6. Monitors the agency training fund and reviews expenditures. 7. Consults with top and mid-level agency managers on various components of staff development and training programs. 8. Supervises the facilitation of annual needs assessment process for departments and analyzes training needs when necessary. 9. Determines appropriate teaching methods and procedures, including use of audio-visual equipment and automation technology. 10. Plans and coordinates agency-wide training sessions. 11. Supervises the design of lesson plans, including organization and sequencing of content. 12. Manages the staff development function including contracting and contract monitoring, curriculum development, budget planning, scheduling, registration and tracking. 13. Supervises the performance of staff Development professionals and clerical personnel, establishes standards and evaluates performance. 14. Participates in Agency strategic planning and assists in effectively managing change. 15. Represents staff development on committees and advisory boards. 16. Develops and maintains a library of training source materials including print and video material. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of two years of full-time experience in the classification of Staff Development Specialist or in an equivalent or higher level classification in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) Or II Education: A Bachelor’s degree from an accredited college or university with major course work in education, teaching or training, social work or human development. AND Experience: The equivalent of three years of full-time supervisory or lead experience in a teaching or training capacity in a work unit related to social services. (Additional related experience may be substituted for the required education on a year for year basis.) NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |

Knowledge of: • Effective principles of supervision including personnel management, coaching and development and performance appraisal. • Principles of adult education and training. • Principles of staff development, training and performance consulting. • Principles of performance planning, customer service and organizational development. • Service delivery in a social services setting. • Operation and application of automated systems and software programs related to staff development issues. Ability to: • Understand and lead professional staff and ensure that they are setting and meeting appropriate priorities for the Agency’s changing workforce. • Work collaboratively with department heads, community members, department managers and frontline staff to understand their training needs and expectations and to successfully implement and maintain a staff development team. • Address competing needs across programmatic, departmental and Agency boundaries. • Identify and interpret changes in legislative, regulatory and administrative policy, procedures or requirements as they relate to the Agency-wide staff development program. • Make effective oral and written presentations and facilitate meetings. • Perform basic budgetary and financial record keeping. • Design, plan and implement needs assessments and training evaluation. |
