DESCRIPTION
Under general direction to plan, organize and direct the work of the Diversity Programs for the County of Alameda; to counsel and advise the department/agency heads on their roles and responsibilities in the development of realistic goals and timetables, and to develop and establish rules, regulations guidelines and procedures designed to eliminate discriminatory practices and to actively develop and promote the County's Program of Diversity.

DISTINGUISHING FEATURES

This is a one-position class in the County, and the incumbent is directly responsible to the County Administrator and Assistant County Administrator and directs the implementation of Countywide Diversity Programs, Multicultural/Multilingual Programs, Minority Business Enterprise/Women Business Enterprise Contract Compliance, and Equal Employment Opportunity/Affirmative Action Programs. May direct related activities of subordinate staff and/or coordinate the related activities of operating department staff.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, organizes and directs the County's Diversity Programs which include the Equal Opportunity/Affirmative Action Program, Americans with Disabilities Program, Contract Compliance Program and the Multicultural/Multilingual Program.

2. Develops and directs the implementation of the County's Diversity Programs and prepares reports as required.

3. Secures commitment of top County management and clearly articulates and effectively interprets all program areas.

4. Analyzes the organizational development needs of County operations; designs and implements Diversity Programs based on the analysis.

5. Develops forms, guidelines and procedures for the development, approval and evaluation of Agency/Departmental Affirmative Action Plans.

6. Conducts complex investigations and directs the investigation of complaints of discrimination within County operations.

7. Monitors legislative activity that impacts Diversity program issues; analyzes related legislative bills and court decisions.

8. Monitors recruitment and selection methods emphasizing broad recruitment and job relatedness of minimum qualifications to insure consistency with Diversity Program objectives.

9. Establishes training programs for all employees consistent with Diversity Program goals. Develops methods of training staff in awareness, sensitivity and understanding.

10. Evaluates the Countywide Affirmative Action Program to ensure program goals are met and problem areas are identified and corrected.

11. Establishes liaison with compliance agencies, negotiates settlements with outside compliance agencies and maintains communication with protected groups to develop mutual understanding of needs.

12. Develops an audit and reporting system which meets Equal Employment Opportunity Programs Federal and State requirements and provides data and information necessary to evaluate the effectiveness of departmental and County Equal Employment Opportunity plans.

13. Speaks at meetings and conferences and testifies before legislative bodies concerning the County's Diversity Programs.

14. Serves as staff to a number of Diversity Program committees.

15. Regularly meets with and provides direction to departmental Affirmative Action Coordinators.

16. Supervises staff in Diversity Program activities.

Knowledge of:

• All aspects of Diversity Program issues and of policy and practices that lead to increased understanding of sensitivity to and respect for diverse groups.
• Current Federal, State and local laws and requirements concerning civil rights and unlawful discrimination.
• Effective human resources policies, procedures and laws affecting recruitment and employee development for protected groups.
• Principles and practices of public administration and supervision.
• Effective techniques of interpersonal relations and organizational development.

Abilities:

• Analyze, develop, implement, and promote Diversity Programs.
• Train staff to assist County departments with Diversity Programs and related activities.
• Provide effective leadership in dealing with community constituents, County Departments, and State and Federal agencies.
• Coordinate preparation of statistical reports.
• Confer, negotiate, and establish cooperative relations with all levels of personnel.
• Effective writing, contract negotiation, and conflict resolution.
• Prepare and present necessary reports/testimonies regarding affirmative action or investigation of discrimination complaints.
