DESCRIPTION
Under direction, to assist the Diversity Programs Manager in the development and implementation of the County's Diversity and Equal Opportunity Programs; to assist department heads in developing and implementing departmental affirmative action objectives and programs; to investigate complaints filed by County employees or applicants; and to coordinate and perform the functions of one or more of the County’s Diversity and Equal Opportunity Programs.

DISTINGUISHING FEATURES

The Diversity Programs Assistant Manager reports to the Diversity Programs Manager, who has overall responsibility for countywide Diversity, Equal Opportunity, Affirmative Action, and Minority and Women Business Enterprise Programs, and provides leadership for program direction and expansion as well as encouraging commitment from County department heads. The Diversity Programs Assistant Manager is responsible for assisting the Manager in the administration, coordination and implementation of the County’s Diversity and Equal Opportunity Programs.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by this classification. However, employees may perform other duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Assists in the planning, implementation, and evaluation of the Diversity and Equal Opportunity Programs - Minority/Women Business Enterprise Program, Americans with Disabilities Program, Equal Employment Opportunity/Affirmative Action Program, and Diversity Program - to ensure that program goals and objectives are met and to enhance the effective management of the County’s diverse workforce. Performs the functions of one or more of these programs; may act for Diversity Programs Manager in his/her absence.

2. Assists and advises operating departments on policies, plans, and procedures in all program areas to facilitate the effective management of the County’s diverse workforce, to ensure compliance with local, State, and Federal equal employment opportunity laws and regulations, and for the effective implementation of departmental affirmative action efforts; as needed, develops and conducts training workshops on diversity, equal employment opportunity and affirmative action-related issues.

3. Receives inquiries and requests for equal employment opportunity information from community organizations and individuals, and takes appropriate action for each request; prepares and delivers presentations to community groups, employees and at related conferences; advises employees or applicants on issues or questions related to the County’s Diversity and Equal Opportunity Programs.

4. Writes and/or coordinates the completion of reports such as the Countywide Affirmative Action Plan to meet local, State and Federal reporting guidelines; develops reports and forms used internally for management auditing of program areas; drafts program policies, procedures, guidelines and investigative reports; prepares and presents reports on program areas to County management.

5. Conducts complex investigations and management inquiries; directs the investigation of individual complaints of discrimination by operating department staff; negotiates settlements and recommends appropriate resolution of complaints; consults with County Counsel to minimize County risk.

6. Receives and transmits to appropriate department all employment discrimination complaints filed with State and Federal compliance agencies by County employees and applicants; reviews department’s response to the complaints for timeliness and completeness; responds to written and oral communications from the compliance agencies.

7. Investigates informal complaints filed by County employees and applicants to determine validity of and recommend resolution to complainants’ allegations; investigates requests for reasonable accommodation and recommends appropriate accommodations.

8. Advises and consults with the Data Processing Department and other departments to develop and improve affirmative action information reporting systems.

9. Consults and works with operating departments to ensure that County hiring and promotional practices are consistent with County, State and Federal equal employment opportunity guidelines.

10. Develops and presents training curriculum on program related areas as directed.

MINIMUM QUALIFICATIONS
Either I

The equivalent of five years of full-time experience performing duties and responsibilities similar to those of a Diversity Programs Assistant Manager.

Or II

Possession of a Bachelor's Degree in business administration, public administration, human resources management, industrial psychology or in a related field from an accredited college or university.
And

The equivalent of two years of full-time experience in a position that demonstrates possession of the knowledge and abilities required for this classification.

NOTE: The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination.
