DESCRIPTION

Under direction, participates in the development, administration, and management of county-wide risk management, Workers’ Compensation and Return to Work Programs, property and casualty claims and risk financing programs that provide maximum protection to County assets (people, property and financial), at the lowest possible cost; and performs other related duties.
DISTINGUISHING FEATURES
Incumbents in this classification are located in the Risk Management unit and provide day-to-day support to the Director of Risk Management in the areas of managing risk controls, workers’ compensation, cost reduction strategies and casualty insurance programs. This class is distinguished from the higher level class of Director of Risk Management in that the latter has overall responsibility for the entire risk management program including insurance claims, risk control, workers’ compensation, and safety.

EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
- Actively participates in the identification of loss exposures inherent to the County of Alameda’s business operations and activities. Compiles and analyzes information on the County’s insurance and self-insurance programs, loss history and identified risk exposures. Develops statistical analyses and cost/loss projections, coordinates and maintains up-to-date property and automobile inventory and valuation schedules, and prepares and maintains other necessary documentation which supports:
- The development of risk control and cost reduction strategies that help to eliminate, reduce, control or transfer County loss exposures;
- Marketing, negotiation and placement of property and casualty insurance programs, the development and administration of self-insurance and other necessary risk financing programs;
- Preparation and development of the Risk Management Unit’s budget, Countywide risk management cost allocation process and required record keeping systems.
- Collaborates and works with brokers, insurers, service providers and County personnel to ensure the design, implementation and administration of appropriate risk financing, liability claims and risk control programs. Provides ongoing counsel to and coordination among brokers, insurers, service providers, and County personnel.
- Reviews the determination of compensability of injuries and payment of temporary disability, permanent disability, medical, legal, investigative, and other costs under Workers’ Compensation laws.
- Oversees the County’s Return to Work Program and handling of disability cases to determine the availability of modified/alternate work within departments.
- Assists departments in providing accommodation in compliance with Workers’ Compensation and Americans Disabilities Act (ADA) laws.
- Assists departments with resolving questions and issues pertaining to workers’ compensation claims. May attend Workers’ Compensation Appeal Board hearings or rehabilitation conferences.
- Manages industrial retirement processes and makes determinations regarding industrial nature of disability for PERS members.
- Authorizes settlements of claims at the direction of the Assistant Risk Manager or Risk Manager.
- Provides information to injured employees regarding benefits and procedures; counsels individual employees, managers, supervisors, liaisons, and personnel officers on Workers’ Compensation procedures, disability management and vocational rehabilitation procedures, and State and Federal laws regarding the disabled.
- Provides updates of program progress, trends and evaluation to the Risk Manager, Assistant Risk Manager and Workers’ Compensation Liaison Committee.
- May prepare and monitor the County’s Workers’ Compensation claims management budget; prepares RFP’s and contracts; oversees audits and cost containment programs.
- Oversees workers’ compensation program/reporting compliance with internal policies and procedures within County departments and agencies.
- Coordinates and actively participates in the development and administration of the Countywide property claims and liability incident reporting, tracking and monitoring system. Coordinates monthly claims meetings and provides oversight of County liability claims administration processes performed by the Third Party Claims Administrator (TPA) and/or insurance carriers.
- Reviews and monitors claims handling processes, reserve practices and recommended defense strategies. Approves non-litigated settlements up to $5,000. Reviews settlement authorization requests prepared by the TPA or insurance carriers and provides settlement recommendations for review and approval by the Director of Risk Management, County Counsel, the Board of Supervisors and/or the Chief County Administrator.
- Compiles and analyzes property and casualty claims and loss information on a County-wide level to identify trends and “hot spots.” Assists in the preparation and distribution of quarterly loss history reports and recommendations to County managers and supervisors which provide useful information for reducing liability, implementing loss prevention programs, and assisting in the analysis of the causation of specific department losses.
- Coordinates annual actuarial analyses of the workers’ compensation, general and medical malpractice liability programs, and annual audits of tort liability claims handling procedures of the Third-Party Administrator (i.e., assuring prudent claims management, reserve practices and that sound and reasonable settlement strategies are followed in conjunction with County of Alameda guidelines).
- Reviews County contracts and agreements for appropriateness of insurance and indemnification language. Recommends appropriate insurance and indemnity language and provides evidence of insurance coverage to outside organizations.
- Coordinates and collaborates with County Counsel, the Purchasing Department, and other departments in the area of certificate of insurance management. Assists in the development and administration of a Countywide certificate of insurance review, tracking and monitoring program.
- Keeps abreast of and analyzes and researches existing and new laws pertinent to tort liability, workers’ compensation, government claims processes and contracts to help ensure County compliance and maximum financial protection.
- Assists in the preparation and presentation of County-wide training classes relevant to risk management, workers’ compensation, property and casualty insurance/risk financing programs, department cost allocations, incident and claims reporting, etc.

MINIMUM QUALIFICATIONS
|
Education:
A bachelor’s degree from an accredited college or university in business administration, accounting, finance, risk management, insurance, disability management and occupational safety or a related field. Work experience as described above may be substituted for the required education on a year-for-year basis.
Experience:
The equivalent of five (5) years of full-time, progressively responsible professional-level experience in risk management, property and casualty insurance underwriting, workers’ compensation, disability management, occupational safety, general liability claims management or insurance brokerage.
