DESCRIPTION
 Under general direction, assists the Risk Manager in the administration and coordination of the County of Alameda's Risk Management, Occupational Safety, and Insurance Programs; acts for the Director, Risk Management in his/her absence or as designated, and performs related work as required.

DISTINGUISHING FEATURES

This single position class, located in the County Administrator's Office, reports to the Director, Risk Management and is the assistant department head. The incumbent implements solutions in the design and development of the County of Alameda’s Risk Management, Safety and Insurance programs, including accident prevention, employee wellness, occupational health, construction risk, workers’ compensation and claims management programs. The Assistant Risk Manager also provides direct supervision to the next lower level classification(s) in certain operational programs and projects.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Assists in the overall direction and management of the Risk Management Department.

2. Assists the Director, Risk Management in managing the administrative and budgetary affairs of the Department.

3. Assists in the establishment of overall objectives, policies, procedures, projects, and coordination of various Risk Management programs that lead to the achievement of the Department’s mission.

4. Oversees development and implementation of Countywide and departmental Risk Management Information Systems.

5. Reviews and participates in the selection of departmental personnel, their orientation, training and evaluation and recommends their retention, assignment, and promotion.

6. Recommends appropriate risk management related solutions which reduce County risk exposures; minimize the total cost of risk to the County, and protect the County against fortuitous loss to its assets (i.e. people, property, financial, environmental, and continuation of County operations).

7. Coordinates, communicates and oversees County compliance with applicable safety laws and standards, including Occupational Safety & Health Administration (OSHA), Environmental Protection Agency (EPA), National Fire Protection Association (NFPA) and other safety laws and standards.

8. Provides direction and assistance to departments in developing programs aimed at risk control and loss reduction.

9. May facilitate training programs and seminars on Risk Management programs and services.

10. May make periodic reports to the County Administrator and the Board regarding the overall Risk Management Program.

MINIMUM QUALIFICATIONS

EITHER I

Experience:

The equivalent of three years full-time experience as a Senior Risk and Insurance Analyst and/or Worker’s Compensation Administrator in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

OR II

Education:

Possession of a Bachelor’s degree from an accredited college or university in business administration, accounting, finance, risk management, occupational safety, health, insurance or related field. (Additional experience as outlined below may be substituted for the education on a year-for-year basis.)

AND

Experience:

The equivalent of five (5) years full-time progressively responsible professional experience in risk management that includes general liability, property and workers’ compensation claims management, occupational health & safety, industrial hygiene, or insurance brokerage (at least two years of which included paraprofessional and/or professional level staff supervision).

Certification:

A professional certification in risk management or safety and loss prevention, such as Certified Safety Professional (CSP), a Chartered Property Casualty Underwriter designation (CPCU), a Property and Casualty License, or an Associate of Risk Management certification is highly desirable.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.


KNOWLEDGE AND SKILLS

· Risk Management, Insurance, Occupational Health and Safety, Claims, Risk Control, Risk Financing, Wellness and Legal programs and procedures.
· General liability, employment liability, automobile, property, environmental liability and other insurance or self-insurance program development and administration.
· Common contract and business law, governmental claims and risk management principles and practices.
· Survey and inspection procedures dealing with real estate transactions, facility, or venue usage, lease and occupation and risk identification and measurement.
· Techniques of public liability, medical malpractice, property damage and workers' compensation claims negotiations, and audit procedures.
· Program development methods, project planning, monitoring, and evaluation.
· Occupational health, safety & accident prevention principles and practices.
· Calculations and management decisions on risk insurance underwriting.
· Techniques of administrative and budgetary procedures, practices and analysis.
· Principles of supervision, management control, staff development and training.
· Word processing, spreadsheet and presentation software (i.e. Microsoft, Excel and similar products).
· Mathematical and analytical concepts.
