DESCRIPTION
|
Under administrative direction, to be responsible to the Board of Supervisors for the administration of the Registrar of Voters Department; and to do related work as required.

EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Plans, organizes, and directs the work of the department which includes knowledge of voting systems and programming and testing of vote counting equipment, the registration of voters, the conduct of elections, and the maintenance of related official records; selects, trains and supervises permanent and seasonal employees and directs their work; determines personnel requirements to meet varying workloads; prepares budget for the department; designs and has printed all necessary forms and material for use by the department; keeps abreast of amendments to various State laws governing the conduct of elections, interprets the laws, and revises procedures accordingly. 2. Directs and supervises: 1) The preparation and publication of legal notices and press releases, 2) The preparation for printing of official and sample ballots used at elections held by, or supervised by the department, 3) The proofing of printed matter, 4) The mailing of sample ballots and pertinent election material to registered voters, 5) The preparation and distribution of official ballots and election supplies to precinct polling places, and 6) Preparation and mailing of absentee ballots in compliance with Federal and State laws. 3. Directs the maintenance of precinct boundaries, maps and precinct guides, conducted through the use of GIS and other systems, reflecting current city, district and legislative boundaries. 4. Directs the recruitment and instruction of volunteer organizations to register voters at various points throughout the County; plans and directs the application of procedures for processing voter registration documents for the compilation and maintenance of the Index to the Register, and for the cancellation of registrations. 5. Directs the issuance and filing of nomination papers, the verification of signatures on nominating, initiative, referendum and recall petitions, and the determination of sufficiency thereof. 6. Advises cities, districts and the public on complex registration and election matters which require in-depth knowledge of applicable State and Federal laws and court decisions. 7. Arranges for and directs the tabulation of votes cast following close of polls on election night; prepares and certifies a statement of votes cast for adoption by the Board of Supervisors and transmission to the Secretary of State or other appropriate agencies. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of two years’ full-time experience in the Alameda County class of Assistant Registrar of Voters. Or II The equivalent of four years’ full-time, responsible managerial/administrative experience in a public agency with recent election management experience preferred. (Possession of a bachelor's degree in a related field from an accredited college or university may be substituted for two years of managerial/administrative work experience.) NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.
Knowledge of: • Information Technology capabilities and applications for registration and election use. • Techniques of modern office management. • Office automation. • General principles, and use of optical scan and direct recording electronic (DRE) voting systems. • Principles of personnel management and supervision. • California Elections Code and other State and County laws relative to elections is preferred. Ability to: • Plan, coordinate, and schedule the work to meet deadlines and to maintain an effective organization while working under pressure. • Interpret and apply the laws governing elections. • Establish and maintain cooperative relations with those contacted in the course of the work. • Analyze situations and adopt an effective course of action. • Analyze data, drawing logical conclusions, and prepare and submit reports. |
