DESCRIPTION
Under general direction, to assist the Registrar of Voters in the administration of the Registrar of Voter's Department; to substitute for the Registrar in his/her absence; and to do related work as required.

DISTINGUISHING FEATURES

This management class is allocated only to the office of the Registrar of Voters. Under administrative direction, incumbents report to the Registrar of Voters. Incumbents have primary responsibility for initiating, directing, and recommending policy for the planning, management, and procedural activities of the Voter Registration, Vote by Mail, Candidate Services, Voter Outreach, and Mapping Divisions. This classification has significant responsibility for developing and implementing federal, State and local election policies and programs along with coordinating the administration of regular and special municipal, school and special district elections with local officials.
This class differs from the next higher class, Registrar of Voters in that the Registrar of Voters manages the entire department, whereas the Deputy is responsible for the management of one or more divisions within the department. This class further differs from the next lower class, Election Division Manager in that the latter class has immediate charge of planning, organizing, and directing the work of either the Voter or Election Services Divisions of the Registrar of Voters office.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Reviews, interprets and analyzes statutes, ordinances, regulatory directives and other election legislation to ensure compliance; assists in formulating policies and procedures and makes recommendations regarding impact on the operations of the department as it relates to Voter registration, Vote by Mail, Candidate Services, Voter Outreach and Recruitment and Mapping Divisions and other election procedures.

2. Develops and updates the annual election calendar, specific elections timetables and election staff assignments; monitors the status of critical election events with exacting timelines and often with high visibility and political sensitivity; oversees and coordinates Election Day/Night Help Desk through the County; act as a liaison to other governmental jurisdictions regarding election processes and timelines.

3. Responds in writing or verbally to the public, State Officials, media, candidates and other California Election Departments on various requests regarding election processes and procedures; handles and resolves difficult and sensitive inquiries and complaints pertaining to election processes; assists boards in writing resolutions to call elections.

Coordinates, directs and designs the programming of ballot forms in English and required foreign languages for all elections; reviews, organizes and ensures all ballot materials and candidate statements are prepared; ensures correctness of each ballot type and timely submission for printing; oversees proofreading; develops, revises and produces training materials including handbooks, guides, manuals, and scripts for staff and the public.

6. Evaluates and reports the progress and execution of election activities to the Registrar; compiles and reports a variety of elections related data; oversees the preparation of certificates/documents and Oath of Office; certifies the results of votes cast to Secretary of State, Board of Supervisors, jurisdiction boards and elected officials.

7. Prepares bid packages and monitors contract compliance with election services vendors; prepares the departmental budget and works on special projects as required; conducts presentation to department heads, board and the public; coordinates Advisory Committee meetings to come up with new implementations for the department.

8. Coordinates the integration of services provided by other County departments into the administration of elections; coordinates vendor support, user training and troubleshooting for ballot printing, Voting by Mail, Voter Registration and Candidate Services processes.

9. Supervises the Vote by Mail program; the Voter Registration, Affidavit Processing Program; supervises one or more aspects of the canvass procedures following elections; supervises and directs the Candidate Services and Nominations Sections; directs the verification and filing of all applicable nomination papers and the filing of financial disclosure documents.

10. Assigns, reviews, coordinates, evaluates and supervises the workload of the division through supervisory and subordinate staff; works with supervisory staff on personnel issues, providing assistance on hiring and disciplinary matters; oversees and directs recruitment and training of election workers; speaks to groups, and teaches election related classes.

11. Oversees and directs the supervision of warehouse activities and staff, including the storage and maintenance of all electronic equipment, the inventory of election supplies, and the shipping and receiving of supplies delivered to the warehouse; manages fleet and rental vehicles and the delivery/return of election day supplies, equipment and ballots.

12. Oversees and directs the supervision of the Mapping Division, and oversee the consolidation of precincts and their boundaries.

13. Coordinates Voter Outreach activities, including developing and updating the Voter Outreach plan, training workers to conduct registration drives, attending voter outreach meetings; conducts early voting at City Clerk's offices and on voter outreach bus.

14. Organizes all materials and provides supervision of staff needed to conduct a Recount.


MINIMUM QUALIFICATIONS
Either I
Experience:

The equivalent of one year, full-time experience in the class of Elections Division Manager in the Alameda County classified service.

Or II
Experience:

The equivalent of four years, full-time paid experience in an Election's Department within the State of California, which included the equivalent of two years’ full-time experience supervising elections activities and performing administrative and budgetary work.

NOTE: The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

Knowledge of:
