This series specification describes two levels of the Human Resources Assistant classifications, which under close supervision at the lower level and under general supervision at the upper level perform complex and technical clerical work requiring the exercise of considerable initiative and judgment requiring specialized knowledge of Civil Service Rules, examination and certification procedures; and related personnel transactions associated with countywide hiring processes.
DISTINGUISHING FEATURES The class of Human Resources Assistant I is distinguished from the next higher class of Human Resources Assistant II in that the former class is the entry level in the series and is in training, learning the full scope of the assigned duties and responsibilities, while the latter class is the journey level, having the full range of responsibilities. Incumbents in this class perform responsibilities in the Human Resource Services Department that require specialized knowledge of Civil Service procedures and practices that affect countywide personnel transactions. Upon completion of the equivalent of one year of full time experience as a Human Resources Assistant I, employees will be evaluated for promotion to a Human Resources Assistant II. Employees at the lower level are expected to gain experience and demonstrate proficiency which qualifies them to promote to the higher level after the one year. Appointments at the Human Resources Assistant I level will not be extended beyond one year. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Utilizes an applicant tracking database system and a countywide personnel and payroll system on a daily basis to perform various countywide personnel transactions. 2. Inputs data from employment applications and maintains individual applicant records; computes examination scores; verifies candidate eligibility for promotional or service connected preference points. 3. Modifies and retrieves information from a database; manipulates data to generate a wide variety of informational and statistical reports; proofreads reports for accuracy of data and statistical tabulations. 4. Generates and maintains reports of all procedures/commands used to obtain final eligible lists; prepares notices to inform candidates of examination status. 5. Retrieves information from a database and generates certifications of eligible candidates and sends appropriate documents to operating departments. 6. Works with professional/paraprofessional staff to develop timelines for examination activities in order to meet prescribed deadlines. 7. Answers routine questions from candidates, general public and county employees related to job opportunities, employment procedures, and rules and regulations; responds to general inquiries regarding application status, testing dates and sites; refers more complex questions to professional staff. 8. Greets and assists visitors and callers referring them to sources of information, distributing appropriate forms, and explaining examination procedures; updates and maintains employment resources for the general public. 9. Travels independently to sites outside county offices to administer and monitor civil service examinations; participates at job fairs at various sites in the community assisting professional/paraprofessional staff. 10. Tabulates and inputs final job analysis statistics and information compiled by professional/paraprofessional staff using a job analysis computer program. 11. Reviews and monitors all countywide personnel transactions of new hires, promotions, provisionals, reinstatements, demotions, transfers, flexibly staffed promotions and other transactions to ensure compliance of Civil Service Rules; contacts operating department personnel in order to rectify problems. 12. Verifies that adequate funding exists to fund appointments using the countywide personnel and payroll system; initiates calls to operating departments to verify information submitted. 13. Maintains log of all provisional employees to ensure compliance with Civil Service Rules; notifies operating departments of promulgation of eligible lists. 14. Creates an examination history file for every exam administration; collects and files all required examination materials into the history file after the promulgation of the list. 15. Sorts, opens, categorize and distributes incoming mail; prepares standard correspondence responding to general employment inquiries. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of two years of full-time experience in the class of Clerk II or in an equivalent or higher level clerical class in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts) that includes working with databases and experience working with personnel policies, procedures and practices. OR II The equivalent of three years of full-time clerical experience that includes working with databases and experience working with personnel policies, procedures and practices. Special Requirement: All candidates must be able to utilize an alphanumeric keyboard at the speed of not less than 40 words per minute. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
