DESCRIPTION
|
Under general direction, plans, organizes and directs election/voter services clerical and technical support staff and the systems and programs for one of the major functional units in the Registrar of Voters. Provides training and supervision for staff and performs other work as required.
DISTINGUISHING FEATURES Incumbents in this class are responsible for supervising one of the major functional sections of the Registrar of Voters: Candidate Services; Voter Registration/Vote by Mail; Recruiting and Warehouse. Incumbents report directly to an Election Manager. This class is distinguished from the Election Division Manager in that the latter has responsibility for assisting the Deputy Registrar to plan, organize, and direct all aspects of elections programs as well as direct workflow and personnel. It is distinguished from the lower class of Elections Technician by the higher accountability for elections programs, as well as their responsibility for day –to-day direction and coordination of election related clerical technical and specialist support activities. |
EXAMPLES OF DUTIES

1. Supervises temporary staff and regular staff. 2. Develops staff through training, mentoring and performance evaluation. 3. Creates and updates forms and procedures to meet current election laws and State and Federal regulations related to voter registration; candidate filing; vote by mail ballots; canvass processes and other election programs 4. Responds to the most complicated requests or questions from the public or other agencies concerning elections processes and procedures 5. Prepares and conducts Secretary of State certification testing during statewide elections 6. Coordinates and supervises Election Day and election night activities and workers. When assigned to the Election Services/Warehouse: 1. Supervises day-to-day warehouse operations including staffing requirements, warehouse security, direction of the staff, and building maintenance/upkeep. 2. Ensures the finding and securing of polling places for the elections. 3. Oversees polling place/poll worker training. 4. Supervises the service and maintenance of voting and tabulation equipment and plans and arranges equipment delivery and negotiation of vendor contracts. 5. Ensures accessibility of polling places and voting equipment for voters with disabilities. 6. Maintains files including Lease Cards and DIMS. When assigned to the Candidate Services or Voter Registration/Vote by Mail: 1. Administers voter registration process. 2. Directs the issuance, return and canvassing of vote by mail ballots. 3. Work with vendors to receive translated language for ballot materials; work with staff to proof the translations in order to prepare the Voter Info Guide and Sample Ballots. 4. Reviews candidate statements and ballot measures to submit to vendors for typesetting. 5. Oversees reporting election results and canvass processes. 6. Maintains and updates the Registrar of Voters website and social media sites, as directed 7. Plans, coordinates and supervises the candidate filing process including processing, reviewing and determining the qualification of candidate documents for all federal, state and local offices and prepares all certificates of appointments, election and appointments in lieu of the election 8. Develops, coordinates, and supervises implementation of campaign reporting requirements; Verifies residency and political affiliation; Determines and accepts candidate filing fees; Reviews and accepts candidate statement of qualifications. 9. Contacts and coordinates with a variety of jurisdictions holding elections to make preliminary arrangements of the type of election services that are to be provided by this department. |
MINIMUM QUALIFICATIONS

EITHER I
Experience: The equivalent of one (1) year of full-time experience in the class of Elections Technician in the Alameda County classified service. OR II Experience: The equivalent of two (2) years of full-time paid experience in an Election’s Department within the State of California which included the equivalent of one (1) year’s full-time experience supervising elections’ activities. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
