Under general supervision, incumbent directs the absentee voting process in all public elections conducted by the Alameda County Registrar of Voters. Incumbent oversees, directs and participates in the preparation of all materials related to the absentee voting process and performs other duties as assigned.
DISTINGUISHING CHARACTERISTICS The Absentee Voting Technician is an advanced staff specialist in the Alameda County Registrar of Voters Department. The incumbent in this single position class is responsible for directing and reviewing the work of large numbers of workers assigned to the Absentee Voting Section of the office during the election period. The Absentee Voting Technician is distinguished from the lower level Specialist Clerk by the leader responsibilities during election periods as well as his/her knowledge and application of federal and state absentee voting laws, regulations and procedures. This position, while employing an equivalent level of responsibility, is distinguished from the class of Election Technician by the specific duties performed and knowledge of federal and state laws related to the absentee voting process. An Absentee Voting Technician reports to a Supervising Registration and Election Technician, but is expected to carry out his/her assigned duties with a significant level of independent judgment and a minimum of supervision. The incumbent also regularly operates complex office machines and runs computer programs in the processing of absentee ballots. |
EXAMPLES OF DUTIES

1. Manages the absentee voting process for all elections. Duties include independently directing and reviewing the work of permanent and temporary clerical staff working in the absentee voting section. 2. Plans, reviews and evaluates the activities of absentee voting staff and reviews all absentee voting material for accuracy prior to distribution of ballots to absent voters. 3. Conducts training of staff in absentee voting laws, regulations and procedures, and operates computers and office equipment. 4. Instructs candidates, campaign committees and special interest groups on proper procedures, laws and forms development pertaining to absentee voting drives. 5. Maintains control of absentee voting documents in accordance with federal and state records retention laws. Directs and coordinates the packaging and storage of absentee voting material after elections to comply with federal and state laws. 6. Instructs clerical employees in proper procedure for the comparison of signatures on absentee ballots and reviews their work. 7. Oversees the maintenance of permanent, military and overseas absentee voting records, including applications, return ballots and voted ballots. Establishes procedures to purge and maintain the permanent absent voter files pursuant to state law. Maintains records and ensures compliance with the federal overseas voting laws. 8. Ensures that irregularities in absentee voter applications are reconciled by establishing procedures, instructing staff and reviewing procedures for effectiveness. 9. May operate addressing equipment and computer printers to prepare large mailings of up to 100,000 pieces of absentee mail. 10. Reviews new and proposed laws and regulations regarding absentee voting and advises management on need for modification of procedures and/or forms. 11. Maintains inventory and coordinates ordering and preparation of all supplies needed for absentee voting. 12. Assists local jurisdictions in the absentee process by instructing in procedures and informing them of new and proposed laws regulating absentee voting. With little or no direct supervision, incumbent may be required to travel to city clerk's offices to instruct municipal employees in the absentee voting process. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of two years’ full-time experience in the class of Specialist Clerk or Lead Clerk or in an equivalent or higher clerical class in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) Or II The equivalent of three years’ full-time, clerical or technical experience working with the California Elections Code. License: All candidates must possess a valid California Motor Vehicle Operator's license. NOTE: The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination. |
