DESCRIPTION

Under general supervision of an Identification Supervisor in the Central Identification Bureau, independently perform the duties of classifying, registering, searching, and identification of fingerprints in the Automated Fingerprint/Biometric Identification System (AFIS/ABIS); to assist other city and county agencies with fingerprint and identification work; and to do related work as required.
DISTINGUISHING FEATURES
The classification of Senior Fingerprint Examiner is the advanced level in the Fingerprint Examiner classification series in the Alameda County Sheriff’s Office. The Senior Fingerprint Examiner classification is responsible for the Tenprint classification, comparison and processing of fingerprints, CAL-ID biometric, and system correction audit processes.
Incumbents in this classification will perform fingerprint and identification work with minimal supervision. While incumbents in this classification perform the full range of duties and responsibilities as those assigned at the entry level, incumbents are assigned the more complex and difficult fingerprint and identification cases which requires independent judgment, additional training, and a higher level of skill in the performance of all assignments.

EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
- Classifies fingerprints by examining them with a magnifying glass to determine pattern types.
- Makes identification of subjects based on comparison of fingerprints using a magnifying glass and/or side-by-side fingerprint computer screen images.
- Performs more difficult and/or complex fingerprint examinations and other biometric images; may be given special authorization to audit/perform complex criminal records corrections in all database systems.
- Operates and monitors facsimile, CAL-ID Systems including fingerprint card scanner, digital imaging, and automated fingerprint identification systems.
- Evaluates and completes AFIS/ABIS processing of criminal and registrant fingerprint records and supporting documents. Reviews fingerprint, data, and mugshot images for quality assurance, completes and files process logs, submits fingerprint records to state and federal agencies after local search.
- Evaluates and processes deceased, local applicant fingerprint records, and specialized fingerprint/biometric searches through local AFIS/ABIS, document results, and forward fingerprint records to state and federal agencies as required.
- Adheres to industry standards in periodic assessments and in validating Tenprint fingerprint processing, demonstrates continued proficiency, and complies with ongoing local, state, and federal essential/mandated training requirements.
- Documents system problems and contacts appropriate submitting agency personnel and/or service technicians as needed.
- Operates computer terminals to identify, collect, maintain, and retrieve offender fingerprint records including digital images and like identification records from various databases.
- Conducts, reviews and processes manual and automated fingerprint record file searches, seals and purges documents in all CAL-ID systems and County CORPUS/CRIMS as required.
- Performs criminal records corrections to maintain CAL-ID database records related to fingerprint, data, and digital images.
- Notifies local, state, and federal agencies of fingerprint record sealing, purges, and corrections.
- Responds to complex correspondence with detailed information that may require researching multiple systems, contacting various agencies (i.e. local, state, federal), and completing multiple comparisons against varying documents as required.
- Files fingerprints and maintains the manual fingerprint files.
- Prepares materials, detailed court documents for presentation in court, testifies as a fingerprint expert regarding fingerprint identifications, system and/or criminal fingerprint record processing, comparisons, or RAP sheet reviews; may be required to perform fingerprinting in court.
- May assist with special Cal-ID projects that include scanning/digitizing mugshots or fingerprint records and searching against a database, assisting with the implementation of new and/or updating systems by testing, preparing training packets, or field checks of identification equipment, and non-criminal fingerprinting assignments.
- Performs clerical tasks as required and prepares reports as required.
- May assist in completing monthly statistical reports as required.
- Performs other related duties as required.

MINIMUM QUALIFICATIONS
|
EITHER I
Experience:
The equivalent of two (2) years of full-time experience in the class of Fingerprint Examiner in the Alameda County Classified Service, which includes successful completion of the CIB Fingerprint training in the instruction of fingerprint classification, identification, and comparison followed by eighteen (18) months of fingerprint processing with minimal guidance including 60 hours of approved additional fingerprint training in the field of fingerprint identification.
OR II
Experience:
The equivalent of three (3) years of full-time experience as a Fingerprint or Tenprint Examiner which includes a minimum of two (2) years in the field of identifying and comparing fingerprints and fingerprint processing using an AFIS system.
License:
Possession of a valid California Motor Vehicle Operator’s license.
Special Requirements:
- Vision: Using both eyes, must have far vision of at least 20/100 without glasses, correctable to 20/20 with glasses. Must have near vision, as measured by optometric examination, sufficient to perform fingerprint identification, classification, and related duties.
- Must be able to lift and carry 30 pounds.
- Must be able to type 30 words per minute.
- Successful completion of a thorough background investigation.
NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
