DESCRIPTION
Under general direction, to plan, organize, supervise, and direct the Central Identification Bureau (CIB) programs of the Sheriff’s Office; assists management oversight for functions and responsibilities of the CIB Unit’s daily operations; supervises and manages the staff of the Identification Unit, identification vendor operations, and works with other departments and state agencies related to public safety and law enforcement; and to do related work as required.

DISTINGUISHING FEATURES

CIB Biometric Manager is a single position classification in CIB and reports to the CIB Biometric Director.  This is a non-sworn mid-level manager in the Management Services Division of the Sheriff’s Office.  The incumbent in this classification will be responsible for supervising and managing the daily operations of the CIB unit through subordinate supervisors and will also provide assistance to the CIB Biometric Director with the programmatic and administrative duties. This classification is distinguished from the lower-level classification of Identification Supervisor (IDS), in that the latter is responsible for the supervision of the Latent and Tenprint Fingerprint Examiners and technical and support personnel in the CIB unit.


EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Plans, organizes, supervises, reviews, and manages the 24-hour-a-day, 7-day-a-week operation of the Central Identification Bureau unit of the Sheriff’s Office. 
  2. Assigns Identification Supervisors to a shift and assists with the supervision of the Latent Examiner and Fingerprint Examiner positions.  
  3. Formulates, disseminates, and updates administrative procedures related to the identification of subjects, and retention and release of criminal history information.  
  4. Reviews the methods and results used for fingerprint/palm print identification, mugshot submissions and comparisons for quality assurance standards. 
  5. Serves as the liaison with other county departments, local, State, and Federal law enforcement agencies, attorneys, and investigators on matters relating to records.
  6. Ensures staff, through subordinate supervision, follows all procedures and functions within the ID Unit and compliance with industry standards of Identification such as ACE-V and Department of Justice (DOJ) Criminal Justice Information System laws; monitors and evaluates Unit effectiveness.
  7. Attends and is available to present to the Remote Access Network (RAN) Board, conferences and/or meetings. 
  8. Directs CAL-ID Training Program for all users of the CAL-ID systems and County interfaces services in the ID Unit which provides 24/7.
  9. Responsible for the process to respond to subpoenas for records and court appearances in testimony, the accuracy of the fingerprint files, ABIS System, Mugshot system, and RAP sheet system.
  10. Works closely with CAL-ID systems vendor and Contra Costa County to plan, design, maintain, enhance, and implement CAL-ID systems.
  11. Works with the ACSO, State, County, and other Law Enforcement technology departments to implement CAL-ID systems and related computer applications.
  12. Recommends personnel action related to employee assignments, transfers, and discipline.
  13. Through subordinate supervisors, monitors payroll, and staff work schedules according to department policy, and interprets court documents as they pertain to criminal history management.
  14. Prepares reports and reviews reports of subordinates.
  15. Will provide day-to-day functions performed by the Identification Supervisor on an as-needed basis.
  16. May act in the absence of the CIB Biometric Director.

MINIMUM QUALIFICATIONS


EITHER I
Experience:  

The equivalent of three (3) years of full-time experience in the classification of Identification Supervisor in the Alameda County classified service.

OR II
Education

Possession of a bachelor’s degree from an accredited college or university in criminal justice, business administration, public administration, or a closely related field.    

AND

Experience:

The equivalent of four (4) years of full-time experience equivalent to Identification Supervisor performing advanced journey-level identification work that included comparison and identification of latent fingerprint material, one (1) year of which must include supervising fingerprint identification personnel.  

Substitution:

Two (2) additional years of work experience may substitute for the educational requirement in Pattern II above.

License:

Possession of a valid Class C California driver’s license is required.

Special Requirements:

  • Participation in the International Association of Identification (IAI).
  • Vision:  Using both eyes, must have far vision of at least 20/100 without glasses, correctable to 20/20 with glasses.   Must have near vision, as measured by optometric examination.
  • A thorough background investigation will be conducted on all prospective incumbents.
NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.


KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

  • Principles and techniques of supervision related to the direction, control, evaluation, and training of subordinates.
  • Principles and practices of fingerprint identification for both manual and automated fingerprint classification identification.
  • Criminal justice and identification computer systems and programs, including CORPUS, CRIMS, Local CAL-ID, CA DOJ, and FBI.
  • Principles of Accreditation and quality assurance, along with goals of the Sheriff’s Office.
Ability to:

  • Organize and supervise the work of employees engaged in the identification and classification of both latent and tenprint fingerprints.
  • Explain and comply with laws, regulations, and policies governing fingerprint identification.
  • Identify and analyze administrative problems and implement corrective changes.
  • Understand program objectives in relation to Sheriff’s Office goals, develops goals, and objectives.
  • Identify, prepare, and manage CIB budget.
  • Evaluate levels of achievement and performance; make decisions and independent judgments.
  • Communicate effectively both orally and in writing.
  • Maintain accurate records and document actions taken; research procedures and regulations, prepare narrative and statistical reports.
  • Secure cooperation and teamwork among staff and maintain confidentiality of information.
