DESCRIPTION
|
Under general direction, to direct and administer the Central Identification Bureau (CIB), its management, identification, and CAL-ID programs. Incumbents provide upper-level management and oversight for the CIB unit’s daily operations, functions, and responsibilities. This position oversees and manages the staff of the Identification Unit, participates in the Local (Alameda County) and Regional Remote Access Network (RAN) Boards (Alameda and Contra Costa County); oversees the CAL-ID identification program, its system, network structures, identification vendor(s) contracts, and works with other departments and state agencies related to criminal history records and fingerprint identification and handles sensitive issues related to public safety and law enforcement with a high consequence of error; and to do related work as required.
DISTINGUISHING FEATURES
This is a non-sworn position in the Alameda County Sheriff’s Office Management Service Division. The CIB Biometric Director is responsible for the direction and administration of CIB and its sub-divisions, CIB Tenprint, Latent, and CAL-ID programs. The CIB Biometric Director is an upper-level classification in CIB and reports to the Captain of Support Services. This classification is distinguished from the CIB Biometric Manager classification in that the latter is responsible for the supervision and management of the day-to-day CIB operations, activities, programs, and direct supervision of the Identification Supervisors and administrative support of the Latent, Tenprint, and CAL-ID functions.

EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each employee in the classification does not necessarily perform all duties listed.
- Plans, directs, organizes, and oversees through the subordinate supervisor, the 24-hour-a-day, 7-day-a-week operation of the Central Identification Bureau unit of the Sheriff’s Office, and its CIB and CAL-ID personnel.
- Plans, directs, evaluates, and oversees the development of operation procedures, methods used for biometric identification with a friction ridge identification base structure; training programs for staff and user agency personnel, casework management, the administrative procedures related to the identification of subjects, and retention and release of criminal history information; develops and implements new procedures relating the operation of the ID Unit, CAL-ID Training Program for all users of the CAL-ID systems and interfaces with CIB and CAL-ID systems.
- Develops and oversees CIB and CAL-ID budgets, related grants, and trusts; monitors expenditures, prepares various CIB and CAL-ID reports for local and state reporting, and coordinates related CIB and CAL-ID fiscal and contract activities.
- Plans, reviews, and works closely with CIB and CAL-ID systems vendor management, Alameda and Contra Costa County CAL-ID Regional project team, and other CAL-ID county teams as needed, to organize, write and complete CIB and CAL-ID local and regional contracts; work closely with Alameda County Counsel, vendor legal teams and required procurement processes to secure contracts.
- Plans, directs, prepares, and participates in the presentations of local and regional RAN Boards; conducts and oversees meetings and conferences related to the unit’s functions.
- Develops and oversees policy and practices within CIB and CAL-ID, monitors and implements changes related to biometric identification policies, procedures, and best practices procedures.
- Plans, designs, directs, and oversees the unit’s special projects, the implementation of CAL-ID systems, related computer applications, training programs; and the CIB and CAL-ID services to local law enforcement.
- Collaborates and coordinates with other county departments, local, State, and Federal law enforcement agencies in the development and implementation of law enforcement technology within the CAL-ID systems structure and computer applications.
- Manages and oversees the enhancement, implementation, and maintenance of CAL-ID systems and interfaces; reviews and works closely with CIB and CAL-ID contract activities.
- Attends and participates in professional and technical conferences and meetings; stays informed on legal, technical, and administrative trends in the field of friction ridge and biometric identification.
- Participates at a leadership level in identifying the multiple biometric systems of identification within the CAL-ID program.
- Coordinates and leads a team of members from various fields toward the completion of detailed designs related to biometric identification projects. Team members range from project managers, identification managers, and supervisors to technology specialists.
- Collaborates with CAL-ID leadership across state and federal agencies to coordinate and integrate services for law enforcement and public safety.
- Ensures compliance of policy and procedures and functions within the ID Unit and compliance with industry standards and DOJ Criminal Justice Information System laws.
- Establishes and coordinates with subordinate supervisory goals including strategic planning, monitors and oversees unit and staff work priorities, assignments transfers, discipline, training, and effectiveness.

MINIMUM QUALIFICATIONS
|
EITHER I
Experience:
The equivalent of four (4) years of full-time experience in the class of Central Identification Bureau Biometric Manager in the Alameda County classified service.
OR II
Education:
Possession of a bachelor’s degree from an accredited college or university, in criminal justice, business administration, public administration, or a closely related field.
AND
Experience:
The equivalent of five (5) years of verifiable full-time experience equivalent to Biometric Manager including planning, organizing, and managing the operation of a public agency Cal-ID/AFIS Fingerprint Identification Program, supervising fingerprint identification personnel, and providing technical expertise and training on fingerprint identification systems and related work.
Substitution:
Two (2) additional years of experience may substitute for the educational requirement in Pattern II above.
License:
Valid California Class C Driver’s License.
Special Requirements:
- Participation in the International Association of Identification (IAI).
- Vision: Using both eyes, must have far vision of at least 20/100 without glasses, correctable to 20/20 with glasses. Must have near vision, as measured by optometric examination.
- A thorough background investigation will be conducted on all prospective incumbents.

Knowledge of:
- Principles and practices of friction ridge and CAL-ID systems including CABIS (Cogent AFIS), CMS (Cogent Mugshot System), LiveScan, and WEB-ID; procedures related to impressions intake, process, and analyze fingerprints.
- Functions and operations of the complexities of the CAL-ID local (Alameda) and regional (Alameda and Contra Costa) structure including the main systems and subsystems.
- Methods, operations, and functions of CIB and CAL-ID systems and their management; State codes and regulations related to the CAL-ID programs.
- Principles of employee supervision, management, training, and development.
- Budget preparations, CAL-ID local and state reporting, and accountability for CIB and CAL-ID budgets, projects, and programs.
- Functions and procedures of local law enforcement agencies, the California court system, and the California criminal justice information system, and the inter procedures to the CAL-ID program’s interface, services, and structure.
Ability to:
- Plan, organize, coordinate, and direct the operations of a fully functioning identification unit and CAL-ID programs.
- Plan, organize, coordinate, and direct the operations of a complex, multi-county large-scale CAL-ID program with multiple interfaces, develop solutions, and adopt an effective course of action.
- Prepare and interpret statistical reports to monitor and adjust for workload changes and trends.
- Review, plan, and oversee a variety of financial functions, including budgets and contracts.
- Understand program objectives in relation to developing goals and objectives in accordance with unit and agency departmental goals, policies, strategic plans, and accreditation.
- Communicate effectively verbally and in writing with individuals and groups; make presentations to RAN Boards, friction ridge conferences, and other related meetings.
- Establish and maintain effective working relationships with public and private officials, administrators, and organizations within CIB, CAL-ID, and other support programs.
- Comply with laws, reputations, and policies governing fingerprint identification and criminal history management, and maintain the confidentiality of information.
