DESCRIPTION
Under direction, provide specialized and administrative work related to a variety of personnel services and other related duties as required.

DISTINGUISHING FEATURES

Human Resources Specialist, ACERA is a professional class in the human resources series. Incumbents in this class perform administrative work related to a variety of personnel services staff. This class of Human Resources Specialist, ACERA, is distinguished from the Human Resources Officer, ACERA, in that the latter has overall responsibility for the development and implementation of the personnel program for the Department.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Prepares in recruitment activities, attends job fairs for special recruitment; prepares exam related materials, employment bulletins and advertisements; reviews and screens employment applications and related documents; develops interview questions; schedules and monitors oral interview panels for some job classifications and other selection activities.

2. Oversees a variety of personnel transactions to assure timeliness, accuracy and proper processing, including position control, flexibly-staffed promotions, other classification and pay issues by utilizing the county-wide personnel system; maintains personnel and other confidential files.

3. Coordinates employee service award program, training programs and other special programs; attends various personnel related meetings.

4. Conducts surveys of salaries, benefits and personnel policies and practices; responds to requests for such information from other agencies; prepares class specification revisions.

5. Assists in the training and orientation of new employees, including explanation of benefits and employment policies and practices; reviews and completes all transactions to enroll new employees in benefits programs.

6. Answers routine questions and prepares correspondence relating to job opportunities, salary information, benefits, memorandum of understanding and examination scheduling both for Department employees and general public.

7. Acts as the liaison coordinating the Department's Workmen's Compensation program, unemployment , retirement disability, including preparation of forms, record keeping, filing appropriate forms, compiling and monitoring various statistics.

8. Provides employee information on issues related to Workers’ Compensation claims, FMLA, restrictions and modified duties as well as acting as liaison with medical providers.

9. Participates in job audits, conducts job analyses, gathers and analyzes employment related data for the Agency on Equal Employment Opportunities, Affirmative Action, Workers’ Compensation and other compliance agencies and makes recommendations.

10. Reviews and interprets Civil Service laws and rules, Memorandums of Understanding, Salary Ordinance, Personnel Manual and reference materials related to recruitment, testing and classification.

11. May advise on grievances, disciplinary actions and lay off procedures including meeting with employees and employee representatives to provide information and resolve issues.

12. Performs a variety of complex clerical and administrative work, including correspondence and reports.

MINIMUM QUALIFICATIONS
EITHER I

The equivalent of three years of full-time experience in the class of Human Resources Technician, or an equivalent or higher level class providing human resource services in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts), which included working with personnel policies, procedures, and practices, as well as administrative assistance and public contact work, which would have enabled the applicant to acquire the knowledge and abilities listed below.

OR II

Possession of a Bachelor's degree in a relevant field from an accredited college or university.

AND

The equivalent of three years of full time professional level human resources management experience involving compensation analysis, workforce planning, training and development, recruitment/staffing employee relations, requiring the use of the knowledge and skills described in this specification.

License: Possession of a valid California Driver's License.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
