DESCRIPTION
|
Under general direction, assists the Retirement Accounting Manager in planning and organizing the Accounting Division of the Alameda County Employees' Retirement Association; assists in managing financial transactions, record keeping and accounting for investments; and performs related work as required.
DISTINGUISHING FEATURES This class is responsible for participating in supervising the fiscal activities of the Retirement Association. This class is distinguished from the Retirement Accounting Manager by the former having total responsibility for the accuracy and completeness of all output of the Accounting Division and the latter having responsibility for the day-to-day supervision of Accounting Staff. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Assists the Retirement Accounting Manager in coordinating the fiscal activities of the Retirement Association; supervises the work of subordinate staff. 2. Ensures that policies and procedures for cash management and maintenance of audit trails are followed. 3. Assists the Retirement Accounting Manager with preparation and publication of the Comprehensive Annual Financial Report, periodic budget, statistical and financial reports, and other information to the Board; prepares information for actuarial consultants. 4. Assists the Retirement Accounting Manager in the development and administration of Request for Proposals or Request for Information for services related to custodian banks, consultants, auditors, and other service providers. 5. Makes recommendations to the Retirement Accounting Manager regarding the development and implementation of improvements to accounting and record-keeping systems and procedures. 6. Assists in the preparation and monitoring of the Association’s budget and budget justifications; reviews with appropriate departmental and county staff, authorizes and monitors expenditures to ensure compliance with fiscal policies. 7. Assists the Retirement Accounting Manager in the publication of annual members’ statement and other projects. 8. Establishes and maintains professional relationships with members of the Retirement Board, ACERA staff, members of the Retirement Association, other governmental agencies and consultants. |
MINIMUM QUALIFICATIONS

Education and Experience:
Either I Graduation from an accredited college or university with a Bachelor’s degree in Accounting, Public Administration, Finance, Business Administration or a closely related field. AND The equivalent of two years’ full-time experience as a Supervising Accountant I or an equivalent or higher level accounting or auditing classification in the Alameda County classified Service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) OR II Graduation from an accredited college or university with a Bachelor's degree in Accounting, Public Administration, Finance, Business Administration or a closely related field AND The equivalent of two years of full-time professional accounting or auditing experience, including at least one year in a supervisory position. Candidates for CPA certification are highly desirable. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |

Knowledge of: • Managing work teams. • Issuance and reconciliation of monthly pension payroll. • Generally Accepted Accounting Principles and requirements of Governmental Accounting Standards Board. • Cash flow and fiscal analysis. • Actuarial principles as related to pension systems. • Laws and regulations governing investment management, fiscal operations and payroll systems. • The County Employees Retirement Act of 1937. • Modern principles and practices of budget preparation. • Modern principles and practices of personnel supervision. • Management of automated information systems. Ability to: • Supervise the work of subordinate professional and technical staff in a team work environment. • Analyze problems and identify solutions. • Gather, organize, and summarize specialized data. • Assist in preparing a variety of comprehensive, clear, concise and complex accounting and statistical reports. • Apply general and governmental accounting principles and practices. • Provide basic analysis of data found in large automated accounting systems. • Communicate orally and in writing on a variety of issues. |
