DESCRIPTION
Under direction, creates accurate financial statements, administers financial systems and analyzes financial data to complete reports; and to perform other related duties as required.

DISTINGUISHING FEATURES

The Retirement Accountant II is located in the Alameda County Employees’ Retirement Association. It is further distinguished from the Retirement Accountant III in that the latter requires an accountant who works with minimal supervision. The Retirement Accountant II is held accountable for assigned units or projects and may coordinate the activities of several staff members. It is also responsible for forecasting, analyzing and regular reporting on budgets, expense and financial trends within Alameda County.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Coordinates, directs and reviews the work of clerical and technical support staff performing reconciliation, trial balancing, payables, receivables and other financial duties.

2. Prepares financial statements, reports and records by collecting, analyzing and summarizing account information including the calculation of sponsoring employer and member receivable/payable accounts.

3. Performs or directs accounting support for assigned work units or project groups. Consolidates financial reports and statements.

4. Maintains or oversees the maintenance of general and subsidiary ledgers to ensure that they are current, accurate and adhere to prescribed work methods and directions; prepares adjusting entries; reconciles account and prepares financial reports. Initiates and reconciles electronic transfers to interface with financial institutions, federal, state, and local agencies, and other County departments.

5. Maintains bank accounts by requesting disbursements, monitoring reserve accounts and short-term fund investments, invested cash and reviewing bank statements.

6. Develops financial tracking and reporting models using both manual and automated formats. Produces reports for management.

7. Analyzes financial and accounting processes and recommends improvements.

8. Documents procedures and train staff in appropriate compliance and in techniques of analysis and reconciliation.

MINIMUM QUALIFICATIONS
Either I

The equivalent of two years full-time experience in the class of Retirement Accountant I in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

Education:

Education equivalent to graduation from an accredited four-year college or university with major course work in accounting, finance or business administration,

AND

Experience:

The equivalent of three years full-time increasingly responsible professional accounting and auditing which included significant accounting/fiscal duties and responsibilities.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
