DESCRIPTION

Under general direction, to plan, organize and direct the work of one or more units within the Central Collections Division of the Auditor-Controller Agency or the Treasurer-Tax Collector’s Department; to train collectors and/or related support staff in the more complex aspects of enforced collections and business license issuance, enforcement and canvassing; to supervise, directly or through subordinates, collectors and/or related support staff; and to perform other duties as assigned.
DISTINGUISHING FEATURES These classes are located in the Central Collections Division of the Auditor-Controller Agency and the Treasurer-Tax Collector’s Department. They are involved in the supervision of one or more units of professional collectors and/or related support staff involved in enforced collections of monies owed to the County. Positions in these classes differ from those in the Collection Enforcement Deputy series in that the former require supervisory and unit organization skills and abilities; also, incumbents in the Collection Supervisor series may not carry a regular caseload of accounts. This class provides lead supervision of collectors and/or related support staff. Incumbents assist in the direction of a unit, including: on-the-job training; reviewing work in progress and completed assignments of subordinate staff; assisting staff with the more difficult or complex collection issues; and preparing initial recommendations for performance evaluations and other personnel actions. When required, they assist Collection Supervisor II's. After one year and gaining experience and demonstrating proficiency which meets the qualifications of the Collections Supervisor II level, incumbents are eligible to flexibly promote to the higher level of Collections Supervisor II. Incumbents may be responsible for the direct supervision of monitoring and training of staff involved with the collection of Unsecured Taxes; developing and implementing new/revised collection procedures, policies and forms; and acting as a liaison with other County departments to obtain information needed for tax collection efforts. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Directly or indirectly supervises collectors and/or related support staff involved in the collection of monies owed to the County; monitors work in progress, as well as completed assignments; handles the more complex collection problems. 2. When legal action is needed to secure collections; arranges court appearance dates and schedules collectors for such appearances; monitors court appearance assignments. 3. Audits collectors' case files for adherence to approved collection methods; monitors revenues generated by collectors; prepares and/or implements recommendations based on findings of collection case file audits. 4. Implements new collection system procedures, policies, and forms; reviews current procedures, policies and forms and recommends necessary changes; conducts staff training. 5. Reviews changes in laws and regulations affecting collections; reviews County and other departments' policies and procedures regarding collections; provides staff with technical, legal and procedural information needed to handle complex collection enforcement problems. 6. Communicates with other County departments to obtain information needed for collection of monies owed to the County; provides information regarding collections to other departments. 7. Prepares and carries out seizure and sale of property to satisfy outstanding delinquent taxes (Treasurer-Tax Collector Department Only). 8. Audits Business License Tax Auditor to ensure best practices for collecting business, Utility Users Tax (UUT), Transient Occupancy Tax (TOT) and cannabis taxes due to the County. 9. Performs audits twice yearly; interprets and ensures compliance with the cannabis ordinance as active member of the cannabis task force. 10. Prepares, analyzes and interprets fiscal payments within the business, UUT, TOT and cannabis sector and presents to the County Administrator's Office (CAO) for changes and/or improvements. 11. Works with the Accountant to implement changes and training with Alcolink, ledger entries, training and creation of HdL reports to comply with these reports. 12. Assesses yearly delinquent taxes for business license taxes including penalties and interest. 13. Works with the department head and CAO to implement ordinance changes up to and including voter approved measures. 14. Coordinates the annual mailing of business license renewals. 15. Coordinates the yearly submission of delinquent taxes to the secured roll via legend attachment. |
MINIMUM QUALIFICATIONS
|
Either I The Equivalent of two years full time experience as a Collection Enforcement Deputy II in the Alameda County classified service.
Or II The equivalent of three years full-time experience as a Business License Auditor, Treasurer-Tax Collector Supervisor or Auditor Associate in the Alameda County classified service.
Or III The equivalent of four years' full-time experience in collection work, including court experience. Also, required experience should have included supervisory or administrative assignments.
