Under general supervision, reviews public assistance program eligibility determinations, case maintenance and assessments performed by Eligibility Service Technicians and Social Workers; confirms or establishes the correctness of the eligibility or assessment decision and accuracy of the payment amount for each assigned case; acts as an Agency liaison with County, State and Federal Agencies and ensures program regulations and procedures are followed, and does related work as required.
DISTINGUISHING FEATURES Incumbents of positions in this class are located in the Quality Control/Quality Assurance unit of the Social Services Agency. Quality Assurance/Quality Control Technicians may perform case review of the eligibility or assessment processes for all public assistance aid programs, including In Home Supportive Services (IHSS). This is a non-supervisory management class with selective field responsibilities. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Reviews the public assistance eligibility determination and assessment processes performed by Eligibility Services Technicians and Social Workers for accuracy and completeness, checking for procedural or content errors, omissions, improper calculations, required documentation, verifications, appropriate referrals, and related details; makes notes of potential errors or omissions on cases reviewed and re- computes budgets when necessary. 2. Prepares a variety of correspondence, periodic and special reports, including error summaries and case audit findings for supervisory review 3. Researches County, State and Federal regulations, policies and procedures applicable to public assistance benefits and IHSS case management; confirms and clarifies appropriate interpretation and application of applicable regulations and procedures with supervisory and program staff. 4. Conducts monthly work Participation Rate (WPR) clinics at respective Self Sufficiency Centers if assigned to the WPR unit. 5. Attends unit meetings; maintains current listings of changes or interpretations in rules and regulations. 6. Performs field investigations as required. 7. Operates a variety of standard office equipment including computers; may drive a county or personal vehicle to attend meetings and make site visits. |
MINIMUM QUALIFICATIONS

EITHER I
Experience: The equivalent of two years of full-time and recent (within the last five years) experience in a class equivalent to or higher than Eligibility Services Technician III in the Alameda County service. OR II Experience: The equivalent of one year of experience performing the work of a Quality Assurance Technician with a County Health and Human Services or Social Services Agency. License: Certain positions require possession of a valid California Motor Vehicle Operator’s license. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |

Knowledge of • Functions of public assistance agencies and the principles of income maintenance and public social services. • Provisions of the California Welfare and Institutions Code, the Social Security Act, the Manual of Policies and Procedures, Title IV of the Civil Rights Act of 1964, the Dymally-Alatorre Bilingual Services Act and other pertinent laws and legislation in the field of public social services. • Modern office practices and procedures, including business correspondence, records management and standard office equipment operation. Ability to: • Perform detailed case analysis • Research regulations; interpret and use available sources of information effectively in reviewing and/or re-computing eligibility determinations • Document case findings in writing, thoroughly and objectively • Establish and maintain effective working relationships with those contacted in the course of the work • Effectively communicate orally and in writing • Organize and prioritize work and meet critical deadlines • Maintain accurate records and files |
