DESCRIPTION
|
Under close supervision, to learn all phases of eligibility determination, completion of budgets, research verification techniques, regulatory requirements, utilization of available resources, and to do related work as required.
DISTINGUISHING FEATURES Positions in this class are found in the Social Services Agency. Incumbents are assigned tasks of a well-defined and limited nature. Their work is subject to detailed and frequent review by a team of Supervising Eligibility Technicians. This class is distinguished from the Eligibility Technician I classification in that incumbents are not assigned caseloads. Incumbents receive direct training in the processing of applications for public assistance. They are instructed in the organization function and policies of the Welfare Department, in addition to learning the rules and laws governing eligibility for various aid programs. Upon completion of a minimum three months’ training and based on satisfactory performance, Eligibility Technician Trainees will promote to Eligibility Technician I’s. |
EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Interviewing applicants for public assistance by phone, at home or in the office; explaining conditions for continued public assistance. 2. Completing application forms and witnessing signatures; taking sworn statements from applicants regarding the accuracy of their application for public assistance. 3. Explaining the agency’s objectives and limitations and the applicant’s responsibilities. 4. Computing initial budgets and making recommendations regarding granting of assistance. 5. Initiation of case records showing the basis for public assistance eligibility, including documents to verify eligibility factors and a summary of the findings made from investigations. 6. Interviewing applicants; completing applications and determining eligibility for issuance of identity cards and authorizing for Medi-Cal and Food Stamps; maintaining case records and a continuous program of eligibility for Medi-Cal and Food Stamps. |
MINIMUM QUALIFICATIONS

Either I
Education: Completion of two years of high school, And Experience: The equivalent of six months of general office experience either paid or in a manpower training program, involving public contact. Or II The equivalent of two years of recent, full-time, paid experience, a portion of which included public contact. Or III Some acceptable combination of education and experience. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
