DESCRIPTION

Under general supervision, to determine eligibility for public assistance; to complete applications; to compute budgets; and to do related work as required.
DISTINGUISHING FEATURES Incumbents of positions in this class process complex and routine applications for public assistance and maintain a continuous program of eligibility review. Eligibility Technician II’s represent the fully-trained, journey-person level of the Eligibility Technician series. Incumbents are expected to identify cases where services may be needed and to refer them through the unit supervisor to a social services unit. The next lower class, Eligibility Technician I, is the training level and its incumbents are expected to qualify for promotion to Eligibility Technician II after six months of experience as an Eligibility Technician I. Eligibility Technician II is distinguished from the next higher class, Eligibility Technician III, in that the higher level positions are located primarily in the Employment Preparation Program Unit of the G.A. Division, the Appeals Compliance Unit, and Employee Caseload sections of the department. In addition, Eligibility Technician III’s may perform in Breakage Worker positions. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Interviews applicants for public assistance by phone or in person at their homes or in the office; explains to recipients the conditions for continued public assistance; completes application forms and witnesses signatures; takes sworn statements from persons on the accuracy of their applications for public assistance; explains the agency’s objectives and limitations and the applicant’s responsibilities; computes initial budgets and makes recommendations on the granting of assistance. 2. Initiates case records showing basis for public assistance eligibility; includes documents to verify eligibility factors and a summary of the findings from investigations made; maintains case records; maintains a continuous program of eligibility review; and prepares correspondence as required; refers cases requiring service or counseling to a social services unit. 3. Interviews applicants, completes applications and determines eligibility for the issuance of identity cards and the authorization for Medi-Cal and Food Stamps; maintains case records; and maintains a continuous program of eligibility review for Medi-Cal and Food Stamps. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of six months of satisfactory experience in the class of Eligibility Technician I in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) Or II Experience: The equivalent of one year of satisfactory experience within the last 3 years as an eligibility technician in a California County Social Services Agency. License: Possession of a valid California Driver's license. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
KNOWLEDGE AND SKILLS

Knowledge of: • Modern office practices and procedures, including business correspondence and filing. • Provisions of the California Welfare and Institutions Code, the Social Security Act, and other pertinent legislation in the field of public welfare. Abilities: • Performing clerical work involving independent judgment and requiring accuracy and speed. • Spelling correctly, communicating effectively, orally and in writing, and making accurate arithmetical computation. • Understanding and following complex oral and written directions and procedures. • Analyzing and evaluating individual situations, reaching sound conclusions, and making appropriate recommendations. • Establishing and maintaining cooperative working relations with the public. |
