DESCRIPTION
Under direction, to supervise, plan, review and evaluate the work of a class or unit of Eligibility Services Technicians, Quality Assurance Technicians and other staff as assigned engaged in eligibility program review and determination; and to perform related work as required.

DISTINGUISHING FEATURES

This is the first level of supervision for the Eligibility Services Technician series. Incumbents are assigned supervision of Eligibility Services Technicians performing all aspects of eligibility determination and grant maintenance for all public assistance programs based on the needs of the client. Incumbents in this classification are also assigned the supervision of Quality Assurance Technicians performing case review of the eligibility process for various public assistance programs managed by the Social Services Agency.

Supervising Eligibility Technicians are located throughout the Social Services Agency. Supervising Eligibility Technicians report to Social Services Agency Program Managers or other management personnel. Supervising Eligibility Technician is distinguished from the next higher class, Social Services Agency Program Manager, in that the latter is responsible for second level supervision of several units.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, assigns, supervises, reviews and evaluates the work of a class or unit of Eligibility Services Technicians engaged in eligibility determinations and grant maintenance; monitors and reviews work performed to ensure it is timely and accurately completed; participates in the training and development of Eligibility Services Technicians, Quality Assurance Technicians, and other staff as assigned.

2. Confers with workers assigned to his/her supervision on more difficult eligibility problems and assists workers in identifying problems requiring referral to appropriate community or professional resources. Holds periodic group and individual conferences with staff members to explain or clarify public assistance regulations and procedures, discuss, interpret and implement county, federal and departmental rules, regulations, and policies.

3. Assesses performance, completes and submits periodic evaluations, identifies, recommends and/or provides appropriate educational and training resources; provides coaching and development as may be required to improve staff’s program and procedural comprehension and performance.

4. Consults with management and other professional staff regarding personnel, discipline, policy and regulatory matters and/or unusual issues.

5. May perform non-supervisory staff training, special studies or projects requiring knowledge and expertise in all aspects of eligibility determinations and maintenance of all aid programs for up to eighteen months.

6. May serve on task forces and committees to establish new systems and procedures or investigate their feasibility; may represent the Agency with a variety of stakeholders.

7. Attends mandatory meetings and trainings; keeps abreast of new or updated programs, and computer and grant maintenance systems.

MINIMUM QUALIFICATIONS
Either I

The equivalent of two years full-time experience in the class of Eligibility Services Technician IV in the Alameda County classified service.

Or II

The equivalent of four years full-time and recent (within the last five years) experience in the class of Eligibility Services Technician III or Eligibility Technician III in the Alameda County classified service or in a comparable classification or higher in a County Health and Human Services or Social Services Agency.

NOTE: Completion of one or more management/supervision courses is desired.

License:

Certain positions require possession of a valid California Motor Vehicle Operator's license.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the "Examples of Duties" section of this specification.

• Principles of supervision and agency personnel policies.
• Provisions of California Welfare and Institutions Code, the Social Security Act, the Manual of Policies and Procedures, Title IV of the Civil Rights Act of 1964, the Dymally-Alatorre Bilingual Services Act and other pertinent laws and legislation in the field of public social services.
• Functions of public assistance agencies and the principles of income maintenance and public social services.
• Agency mission, goals, core values and objectives.
• Organization and functions of the various departments of the Social Services Agency and Community-Based Organizations.
• Principles and techniques of supervision, including planning, organizing and directing the work of others.
• Modern office practices and procedures, including business correspondence and standard office equipment operation.
