DESCRIPTION
Under general direction, to plan, organize and supervise the work of a unit of Health Insurance Technicians engaged in providing assistance to Alameda County residents with the application, enrollment and renewal processes for benefit programs and privately funded health insurance programs; and to perform related work as required.


DISTINGUISHING FEATURES

The class of Supervising Health Insurance Technician is a position located in Alameda County Health Care Services Agency that reports to the Health Care Program Administrator. The classification serves as a first-line supervisor of Health Insurance Technicians who are responsible for determining potential client eligibility for federal, state, or county health insurance programs, providing assistance to Alameda County residents with the application, enrollment and renewal processes for benefit programs and privately funded health insurance programs, and providing on-going training and technical assistance to clients, clinics, contracted providers and community-based organizations regarding a variety of specialized federal, state and county health insurance programs. The Supervising Health Insurance Technician classification is distinguished from the Health Insurance Technician in that the former class has supervisory responsibilities. The Supervising Health Insurance Technician position requires the exercise of considerable independent judgment, initiative, and extensive programmatic knowledge of federal, state and county public benefit programs.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Supervises the work of Health Insurance Technicians; plans, supervises, reviews and evaluates the work of staff; provides for the training of staff in work procedures.
2. Recommends the selection of staff; recommends and implements discipline as required.
3. Assists with personnel aspects of the function, including recruitment of staff, planning and conducting orientation and training sessions and interpreting rules and regulations to subordinates.
4. Plans and conducts administrative or operational studies; determines information gathering processes; obtains required information for analysis; evaluates alternatives and makes recommendations; prepares reports and makes presentations.
5. Acts as liaison for the unit to which assigned with other County departments, representatives of other organizations, program participants and the public; serves on committees and task forces, as needed.
6. Interprets and applies a variety of policies, rules and regulations; provides information which may require tact and judgment to employees and others; represents the unit and the County in meetings as required.
7. Plans and conducts related program research and studies; prepares various written, statistical and management reports.
8. Performs such administrative tasks as developing and implementing policies and procedures.
9. Prepares a variety of correspondence, periodic and special reports, procedures and other written materials; may access varied databases or use information from various sources to prepare such reports.
10. Analyzes statistical data related to health insurance plans and makes recommendations; and conducts presentations as needed to County departments, health insurance providers, and community-based organizations.
11. Operates a variety of standard office equipment including a word processor and/or computer; may drive a County or personal vehicle to attend meetings.
12. Acts as liaison with clients, providers, staff, and Federal, State, County and private Agencies; and provides technical assistance related to the health care system program changes, policies, procedures, and service provisions.

MINIMUM QUALIFICATIONS
Either I

The equivalent of two years full-time experience in the class of Health Insurance Technician in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of three years full-time experience providing administrative and operational support comparable to the County’s class of Health Insurance Technician. Some prior lead or supervisory experience is highly desirable.

License:
A valid California Motor Vehicle Operator's License.
