DESCRIPTION
|
Under direction, to act as a lead worker and provide training for a group of Billing Technician I’s/II’s; to personally perform the most complex billing work requiring the application of specialized knowledge and a comprehensive understanding of billing functions; and to perform related duties as required.
DISTINGUISHING FEATURES These positions are located in the Health Care Services Agency. They are distinguished from the journey-level class, Billing Technician II, by having program responsibility for a billing operation, through lead responsibility for or supervision of a unit of billing technicians, or by the performance of difficult billing functions requiring a specialized and comprehensive knowledge of a major program's billing procedures and requirements. Incumbents may be assigned functional responsibility for the maintenance of a major portion of a complex billing operation. In contrast with the next higher-level class, Senior Billing Technician, incumbents do not have formal supervisory responsibility for at least five Billing Technicians and/or Account Clerks. The work assigned to positions in this class is seldom supervised and may be checked or reviewed only upon completion. Designated positions in this class involve a considerable amount of typing. |
EXAMPLES OF DUTIES

1. Acts as a working supervisor for a billing unit, instructs new employees, assigns work, and acts as a resource person for answers to unusual problems encountered in the work of the unit. Provides input to management on matters related to employee performance and discipline. 2. Assumes responsibility through posting, adjusting, and balancing for the maintenance of a major program billing package. 3. Performs special research or training projects requiring a comprehensive understanding of billing procedures; provides input to management regarding operational needs; troubleshoots procedural problems and proposes new procedures. 4. Audits the most complex patient claims for arithmetical accuracy, legibility, and compliance with program billing requirements. 5. Compiles accounting, program revenue, and statistical reports for departmental review or incorporation into a summary report or statement required by State, Federal, or program agencies participating in County programs; may act as liaison with other agency/department representatives regarding billing program activities. 6. Supervises or is personally responsible for a complex billing, collection or statistical record-keeping operation which may involve careful and detailed auditing of program claims, billing documents, and hospital charge data. 7. Collects, organizes, and summarizes statistical data and maintains specialized records in connection with the various billing programs. 8. Prepares or supervises the preparation of standard statistical statements, reports, and analysis as required; maintains ancillary files and records; and performs general clerical duties as required. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of one year of experience in the class of Billing Technician II or in an equivalent or higher level clerical class in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) Or II The equivalent of three years of full-time experience performing medical billing or medical accounts receivable functions; the equivalent of at least one year of which must have been in a supervisory or lead capacity. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |

Ability to: • Prepare financial reports and maintain ledgers and journals. • Interpret billing policies and procedures for various programs. • Independently varied responsible billing assignments. • Supervise and direct the functions of a small work unit. |
