DESCRIPTION
|
Under general direction, to supervise and direct a billing operation or a segment of a large billing operation; to develop, coordinate and implement operational procedures and guidelines for billing department; and to perform related duties as required.
DISTINGUISHING FEATURES Positions in this class are found in the Health Care Services Agency. Incumbents act as first-line supervisors for a unit of Billing Technicians and support staff. Incumbents may also be responsible for evaluating and implementing program-wide procedural changes as well as supervise inpatient and outpatient billing operations. Senior Billing Technicians are distinguished from the next lower level class of Billing Technician III in that the former class has full supervisory responsibility/authority for Billing Technicians and support staff, including performance evaluations, interviewing and selecting employees, scheduling, and initiating disciplinary actions as well as responsibility for evaluating and implementing program wide procedural changes. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Plans, supervises, and directs the activities of a unit of Billing Technicians involved in posting, adjusting, and balancing patient and program accounts. 2. Interviews and selects or assists in the selection of employees; assumes responsibility for the training of employees; assigns and schedules employees; writes performance evaluations; initiates disciplinary action when appropriate. 3. Interprets new policies and procedures and explains them to staff; assists departmental management in the planning and evaluation of billing activities; provides input on impact of operational changes; acts as technical resource in billing/claiming matters. 4. Prepares a variety of management reports showing statistics and activity for a given period. 5. Acts as liaison with other departments regarding billing procedures and system requirements; attends interdepartmental meetings and planning sessions. 6. Personally performs or supervises the computation/compilation of the most complex billing accounts. 7. Develops operational procedures and guidelines in accordance with the current rules and regulations of state, federal and intermediary agencies; devises methods of implementing procedures; advises hospital departments, billing supervisors and administration of procedural changes and revisions; updates manuals and bulletins. 8. May act as liaison with the State or regulatory agencies; may coordinate billing functions of outlying or clinics, etc. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of one year of full-time experience in the class of Billing Technician III in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) Or II The equivalent of two years’ full-time experience in the class of Billing Technician II in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts), AND Completion of at least two courses in principles of supervision or management. Or III The equivalent of three years of full-time, increasingly responsible financial record-keeping experience, two years of which were comparable in level to duties and responsibilities of a Billing Technician III in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
