DESCRIPTION
Under general supervision, to plan, organize and supervise the work of a technical and clerical staff involved in medical, substance use disorder and mental health program benefit enrollment, eligibility and payment source documentation and processing; and to perform related duties as required.


DISTINGUISHING FEATURES

These positions are located in the Behavioral Health Care Services Department of the Health Care Services Agency. The classification has full supervisory authority and each position serves as a first-line supervisor over a unit with approximately 10 positions.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Interviews, selects, trains and orients employees for the unit. Schedules available staff on a rotating basis.

2. Evaluates performance of employees and assists them in developing their full potentials; this may require working at various locations with the employee being trained and evaluated.

3. Reviews Affordable Care Act, Medi-Cal and/or SSI applications taken by the Health Insurance Technicians to ensure that they are correct and complete before forwarding to enrollment entities, the Social Security Administration, or the Social Services Agency.

4. Evaluates procedures for effectiveness; devises and implements changes in procedures and forms where appropriate, which includes staff training.

5. Coordinates work of the unit with the requirements of case managers, other hospitals, Agency/County departments, Community Based Organizations and other government agencies.

6. Attends Social Services training sessions on changes in aid regulations, interprets and trains Agency staff and Health Insurance Technicians on use of new regulations.

7. Attends meetings on matters pertaining to the function of this unit; maintains good communications and working relationships with personnel in other units and/or agencies.

8. Coordinates the recording and accumulation of statistical and financial information to prepare reports as required.

9. Handles complaints or problems which are more complex and require an overall knowledge of hospital or agency policies and procedures.

10. May prepare or oversee client-budget request and control expenditures for the unit.

MINIMUM QUALIFICATIONS

Either I

Experience:

The equivalent of one year of full-time Medi-Cal eligibility experience in the class of Health Insurance Technician or Supervising Eligibility Technician in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

Experience:


The equivalent of four years of full-time experience involving the determination of Medi-Cal eligibility.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.


KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• Supervisory skills and techniques.
• Public assistance, Medicare/SSI/SSA Disability programs, Affordable Care Act, and other resources available to the patient.
• Flow of Medi-Cal applications.
• Procedures as they affect relationships between the Health Insurance Technician Unit, other hospital, Community Based Organizations, Agency and County units.
• State MEDS system.
• Modern computer software programs.

Ability to:
