DESCRIPTION
Under general direction, to assist the County Auditor-Controller/Clerk-Recorder in the administrative operations of the County Clerk Recorder’s office; to coordinate and be responsible for recording a variety of legal documents, the official issuance of marriage licenses, registration of notaries; and to do other related work as required.

DISTINGUISHING FEATURES

The Assistant County Clerk Recorder reports directly to the Division Chief or Chief Deputy Auditor and has primary responsibility for planning and administering the daily operation of the Recorder’s office of the Clerk-Recorder’s Office. Primarily, this involves coordinating and being responsible for recording a variety of legal documents and supervising the County Clerk duties. The incumbent of this one-position class assumes responsibility for the management of the County Clerk-Recorder’s Office in the absence of the division chief.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Directs work of the Clerk-Recorder’s staff in accepting, indexing, microfilming, recording and returning documents presented for filing.

2. Confers with the Division Chief, Chief Deputy Auditor, and Auditor-Controller/Clerk-Recorder regarding policy, plans, and procedures and directs their implementation in the Clerk-Recorder’s Office.

3. Determines, in accordance with appropriate laws and statutes, which documents are acceptable for filing; supervises the preparation of accurate accounting and reporting of all monies received.

4. Develops office procedures; prepares annual departmental budget; monitors and tracks revenues and expenditures; determines equipment and staffing needs; submits financial and expenditures reports and recommendations to the Division Chief, Chief Deputy Auditor, or Auditor-Controller/Clerk Recorder.

5. Selects, trains and supervises all staff; develops standards for the evaluation of the quality and quantity of work performed by the staff.

6. Attends conferences of boards, commissions, and related groups; participates in Clerk-Recorder’s organizational activities and workshops.

MINIMUM QUALIFICATIONS
Either I

The equivalent of six years of full-time increasingly responsible experience in business or public administration, or title insurance work involving the processing of real property legal documents. Two years of this experience must have involved supervisory or administrative responsibility.

Or II

Possession of a Bachelor’s degree from an accredited college or university, AND

The equivalent of three years of recent, full-time experience in a managerial, administrative or staff capacity performing administrative and supervisory work.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcements of an examination.

KNOWLEDGE AND SKILLS

· Statutory requirements for recording official documents, issuing licenses for and recording marriages, and other official documents.
· Legal terminology required in recording work.
· Principles of analysis, systems and procedures developments.

· Principles and practices of personnel management and training.
