DESCRIPTION

Under close supervision, receives classroom training to learn business processes, program policies, procedures and regulations, systems and techniques necessary to determine initial and continuing eligibility of clients receiving assistance through various public assistance aid programs; learns to obtain, verify, analyze, evaluate and update financial, personal and social information from clients; and learns to determine eligibility for all public assistance aid programs (aid categories) and related benefits; performs related duties as required.

DISTINGUISHING FEATURES

Eligibility Services Technician I is the trainee-level classification in this flexibly staffed series within the Social Services Agency (SSA). Incumbents in this classification receive classroom training where they are expected to learn and meet requirements on all aspects of eligibility determination and case management in order to successfully complete the Eligibility Services Technician Academy. Upon successful completion of the Eligibility Services Technician Academy, incumbents will flexibly promote to the Eligibility Services Technician II level. Appointment as an Eligibility Services Technician I will not extend beyond six months.

Eligibility Services Technician I is the trainee-level classification distinguished from the Eligibility Services Technician II classification in that the latter performs all aspects of initial eligibility determination and/or ongoing case maintenance for all public assistance aid programs administered by the Social Services Agency based upon the needs of the clients for a period of one year.



EXAMPLES OF DUTIES
NOTE: The following are duties that may be performed by employees in this classification. However, employees may perform other related duties as assigned. Each individual in the classification does not necessarily perform all duties listed.

1. Interviewing applicants for public assistance aid programs by phone or in person; explaining conditions for initial and continued receipt of public assistance.

2. Completing or assisting with completion of application forms and witnessing signatures; taking sworn statements from applicants and recipients regarding the accuracy of their application for public assistance.

3. Explaining program’s objectives and limitations and the applicant’s rights and responsibilities.

4. Computing initial budgets to determine program eligibility.

5. Verifying eligibility factors and providing justification or findings made from investigations.

6. Initiating and maintaining electronic case records.

MINIMUM QUALIFICATIONS
Either I
Experience:

The equivalent of one year of experience in the class of Specialist Clerk I or higher in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts).

Or II
Experience:

The equivalent of one year of full-time, paid and/or volunteer general office experience, involving public contact via face-to-face or over-the-phone, interviewing and obtaining personal information from the general public.

License: Possession of a valid California Motor Vehicle Operator's license is required.

NOTE: The Civil Service Commission may modify the Minimum Qualifications in the announcement of an examination.
