DESCRIPTION

Under close supervision, receives on-the-job training to perform all aspects of eligibility determination using all the appropriate documentation and/or maintenance for all public assistance aid programs (all aid categories) and related benefits based upon the needs of the clients; and performs related duties as required.
DISTINGUISHING FEATURES Eligibility Services Technician II is the entry-level on-the-job training class in this flexibly staffed series in the Social Services Agency. Incumbents in this classification will be assigned in-house and may be assigned to functions outside of core eligibility determination and maintenance. Employees in this classification are expected to meet requirements of all aspects of eligibility determination before qualifying to flexibly promote to the Eligibility Services Technician III level after one year of full-time experience. Appointment at this level will not extend beyond one year. This classification is distinguished from the Eligibility Services Technician III classification in that the latter is the advanced journey-level class in the flexibly staffed series and incumbents are expected to perform, under minimal supervision, all aspects of eligibility determination and/or maintenance for all public assistance aid programs (all aid categories) based upon the needs of the client. There is no caseload standard for Eligibility Services Technician III classification. |
EXAMPLES OF DUTIES

NOTE: The following are duties that may be performed by employees in this classification. However, employees may perform other related duties as assigned. Each individual in the classification does not necessarily perform all duties listed.
1. Attends orientation and training classes to become familiar with departmental and programmatic policies, procedures, and methods; studies and applies factors of eligibility for all public assistance aid programs and develops familiarity with welfare codes, regulations, and laws. 2. Interviews applicants and recipients for public assistance aid programs by phone or in person; explains the conditions for initial and ongoing receipt of public assistance; complete or assists in the completion of application forms and witnesses signatures; takes sworn statements from persons on the accuracy of applications for public assistance, explains the program’s objectives and limitations and the applicants and recipients rights and responsibilities; computes initial budgets and makes recommendations on the granting of assistance. 3. Verifies initial and ongoing eligibility factors and provides justification or findings made from investigations; maintains continuous eligibility review and prepares correspondence as required. 4. Consults with supervisor or manager to identify available supportive services and resources, e.g. counseling, homeless assistance, etc. 5. Refers clients or cases to appropriate resources (e.g., Community based organizations). 6. Initiates and maintains electronic case records. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of six months of experience in the class of Eligibility Services Technician I in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts). Or II The equivalent of one year of experience within the last three years determining eligibility in a County Health and Human Services or Social Services Agency comparable to Eligibility Services Technicians in Alameda County. License: Possession of a valid California Motor Vehicle Operator's license is required. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
