DESCRIPTION

Under general direction, to plan, organize, and direct the operation of Property and Salvage, which includes contract administration, property inventory, moving and disposal functions; to manage the use and disposal of County owned surplus materials, equipment and supplies; and performing other related duties. DISTINGUISHING FEATURES This single position classification is specific to the General Services Agency located in Property and Salvage. Incumbents in this class are responsible for operation and supervision of Property and Salvage. This class is distinguished from the higher level class of Logistics Services Manager in that the latter is responsible for incorporating the County’s strategic vision regarding sustainable transportation options including aligning the actions of the transportation division with climate action plans, alternative transit options, commute related services and parking. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed. 2. Supervises the recycling and waste diversion efforts for County surplus and equipment, including the reuse of office furniture and supplies, sorting of recyclable items, and the disposal of waste products. 3. Supervises the reassignment of assets between departments; prepares, process, posts, and sells used items; oversees public access to warehouse and ensures customer safety and security of items; and coordinates contract compliance with the vendors. 4. Provides day-to-day supervision including hiring, training, coaching and development. 5. Assists in development, communication, compliance, and maintenance of Standard Operating Procedures. 6. Ensures compliance with safety procedures and training requirements pursuant to local, State, and Federal regulations. 7. Provides high level customer service and coordinates schedule and completions of job orders. 8. Maintains accounts receivables and ensures Property and Salvage expenditures stay within the assigned budget. 9. Oversees, through personnel or contract services, tagging of new equipment for County departments, maintaining perpetual equipment inventory records, moving furniture and equipment, and removal of surplus or unused property. 10. Serves as back-up Truck Driver as needed. |
MINIMUM QUALIFICATIONS

EITHER I
Experience: The equivalent of two years of full-time experience in the classification of Truck Driver and/or Supply Clerk II. OR II The equivalent of two years of full-time administrative/management experience, at least one year of which included supervisory responsibilities. (A bachelor’s degree from an accredited college or university with a major in business administration, public administration, finance, or a closely related field may be substituted for one year of the work experience but may not be substituted for the required supervisory experience.) Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience. License: Possession of a valid Class "B" California Motor Vehicle Operator's license, with air break endorsement. Special Requirement: Federal law and County policy requires that positions in the class of Property and Salvage Supervisor, are subject to postoffer/preplacement/preduty, reasonable suspicion, post-accident, random, return-to-duty and follow-up drug and alcohol testing. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
