DESCRIPTION
Under general supervision incumbents perform various complex tasks required to maintain production schedules. Assist senior staff in developing, testing, implementing and/or maintaining systems in a production enterprise environment. Provide technical and informational support, develop documentation, data analysis, project assistance, gather requirements and specifications, and other related duties as required.

Additionally, and under close supervision, incumbents participate in the Information Technology Specialist III Training Program, which is intended to expose them to and, through instruction and practical application, provide them with the knowledge and abilities required to perform the duties of the next-higher level in this class series.

DISTINGUISHING FEATURES

Information Technology Specialist III is the third level in a specialized, flexibly staffed, four class series responsible for the support of various computer information systems. Incumbents in this classification report to the respective workgroup appointed administrative staff.

This classification is unique to the Information Technology Department (ITD). It is distinguished from information technology classifications in other departments in that the latter provide operation, maintenance, development and/or technical or user support services at various levels with respect to systems utilized within those departments/agencies or between a limited number of departments/agencies. Information Technology Specialists III are involved with the performance of system control, information processing and output functions with respect to the full range of systems utilized by and between ITD and all of its customer departments/agencies for the benefit of those departments/agencies.

This classification is distinguished from the next lower class of Information Technology Specialist II in that Information Technology Specialists III function independently, under general supervision, in the maintenance of production schedules, setup and operation of peripheral computer equipment and high speed printers for the purpose of processing and printing of information and the resulting output documents or maintenance support activities, whereas Information Technology Specialists II receive instruction in these duties and perform them at the trainee level under close supervision. Additionally, Information Technology Specialists III may act as lead operators or mentors to Information Technology Specialists I and II, whereas Information Technology Specialists II do not.

This classification is distinguished from the next higher class of Information Technology Specialist IV in that Information Technology Specialists III function at the trainee level with respect to learning practices and operational procedures related to operation of all segments of a large-scale, multi-platform computer environment and its components. During the course of this training, Information Technologists III are expected to achieve a level of proficiency in these activities that will allow their performance on an independent basis and under general supervision at the next higher level in the series. In contrast, Information Technology Specialists IV perform these duties independently and not in a trainee capacity.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Supports a wide range of computer information systems in assuring successfully execution of its designated functions.

2. Gains experience in troubleshooting and identifying system problems; responds to associated inquiries and answers questions from system users.

3. Performs minor preventive maintenance of all supported systems.

4. Notifies supervisors of system problems, and assists vendors and/or maintenance personnel in identifying the cause of the problem.

5. Assists in training others in the correct operating procedures of various computer information systems; may serve as a lead staff on assigned projects to oversee timely execution of assigned tasks.

6. Reviews written documentation and standard operation procedures.

7. Assists in the installation and maintenance of computer information systems.

8. As to tasks performed under general (as distinguished from close) supervision, may be required to work independently without day-to-day supervision.

9. Participates in the ITD Information Technology Specialist III Training Program. Completes required in-house computer technical courses.

10. Learns and utilizes the practices and operational procedures related to the management of various information systems and system development methodologies and techniques.

11. Learns and is trained for production support activities.

12. Learns and is trained to assist with systems problem resolution.

13. Learns applicable technology, language or application to complete required tasks.

14. Begins to develop, test and debug new systems.

15. Learn how to interpret requirements and specifications and develop systems specifications as needed.

16. Begin to gather and analyze data, draw conclusions and prepare reports.

17. Familiarity with existing systems and applications.

18. Checks all work for completeness and accuracy.

19. Delivers excellent customer service.

MINIMUM QUALIFICATIONS
Either I

Both of the Following:

(A) The equivalent of six months of full-time experience in the classification of Information Technology Specialist II AND,

(B) Satisfactory completion of the Information Technology Specialist II Training Program requirements.

Or II

Both of the Following:

(A) The equivalent of one year of recent, full-time experience equivalent in nature to that obtained in the Alameda County classification of Information Technology Specialist II; AND,

(B) Successful completion of a minimum of six semester (or equivalent quarter) units in information technology at an accredited college, university or technical institution.

License Requirement:

Possession of, or the ability to obtain, a valid class C California driver's license may be required for some positions.

Special Requirements:

1. Information Technology Specialists III who successfully complete training at this level will be advanced to a classification at the next flexibly staffed level, Information Technology Specialist IV, upon successful completion of training. For this reason, it is a job expectation that incumbents successfully complete the ITD Information Technology Specialist III Training Program within six months and it is a requirement that they do so in no more than twelve months. In completing the Training Program, Information Technology Specialists III are expected to learn the duties performed by Information Technology Specialists IV and to become capable of performing them under general (as distinguished from close) supervision.

2. The Information Technology Department operates on a 24 hour-per-day, 7 day-per-week, 365 day-per-year basis. In order to provide these services, all Information Technology Department employees may be required to work grave, swing and day shifts, as well as weekends and holidays as necessary.

NOTE: The Civil Service Commission may modify the above Minimum Qualification in the announcement of an examination.
