DESCRIPTION
Under supervision, incumbents are responsible for assisting an IT Acquisition Specialist II with the technology specification process on a county-wide level, including but not limited to hardware, software, and related technology supplies and services; and ensure compliance with County technology standards and the Alameda County procurement policies, procedures, and regulations; and performs related work as required.

DISTINGUISHING FEATURES

This classification is part of a two-level flexibly staffed classification series of the Information Technology Acquisition Specialist classifications. The employee receives on-the-job training and develops expertise to work independently. Employees in this classification function in a supportive role and are assigned tasks of a less complex nature, and their work is subject to review. Furthermore, this classification differs from the IT Acquisition Specialist II in that the latter may oversee one or more sections of the technology specification program. This classification is in the Information Technology Department (ITD) and reports to the Technical Services Director.

This series is distinguished from the GSA procurement classifications in that individuals in the Information Technology Acquisition Specialist flex classification series are subject matter experts in information technology products and services and are responsible for creating specifications and are not responsible for the procurement process. 

Information Technology Acquisition Specialist I is expected to flexibly promote to the higher-level classification of Information Technology Acquisition Specialist II upon a positive performance evaluation and successful demonstration of proficiency to perform the duties of the higher-level classification.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each employee in the classification does not necessarily perform all duties listed.

  1. Stays informed about tech-industry-specific trends and new technology to assist with developing specifications.
  2. Assists with tech-industry-specific studies, gathers information, makes accurate analysis, evaluates alternatives, makes recommendations, and prepares reports for Executive Leadership within ITD and other County departments/agencies.
  3. Assists with research and evaluates Technology options for countywide information technology needs. 
  4. Assesses technology options to identify best value products and services for ITD and Countywide clients.
  5. Develops and cultivates relationships with vendors, suppliers, and internal stakeholders to ensure efficient communication and collaboration.
  6. Ensures compliance with County policies, procedures, and regulations related to technology acquisition.
  7. Uses various ITD technology systems (e.g., Ivanti, ProSys, and FileNet) to ensure timely and accurate delivery and tracking of technology services and products. 
  8. Follows ITD’s internal approval process.
  9. Facilitates ITD’s Technology Acquisition Request (TAR) process.
  10. Uses acquisition life cycle for all items and services purchased.
  11. Identifies potential issues and escalates them as necessary. 

MINIMUM QUALIFICATIONS

EITHER I
Experience:

The equivalent of three (3) years of full-time professional purchasing experience, which includes coordination of the full acquisition life cycle, developing and preparing contracts, specifications, and cost analysis, with preferred experience in IT hardware and software.

OR II

Experience:

The equivalent of three (3) years of full-time professional purchasing experience, which includes coordination of the full acquisition life cycle, developing and preparing contracts, specifications, and cost analysis, with preferred experience in IT hardware and software. 

NOTE: The Civil service Commission may modify the above Minimum Qualifications in the announcement of an examination.
