DESCRIPTION
Under general direction, provides professional and specialized consultation, support, and management of technology products and services and the specification process on a county-wide level, including but not limited to hardware, software, and related technology supplies and services; and ensures compliance with County technology standards and the Alameda County procurement policies, procedures, and regulations; and performs related work as required.

DISTINGUISHING FEATURES

This classification is the journey-level classification within the Information Technology Acquisition Specialist flexibly staffed series. This classification is located in the Information Technology Department (ITD) and reports to the Technical Services Director.

Employees in the Information Technology Acquisition Specialist II classification work independently to provide professional and specialized consultation and support to multiple technology teams within ITD, such as engineering, network, server services, security, web, and applications groups to develop specifications. This classification is distinguished from the lower-level classification Information Technology Acquisition Specialist I in that the former may lead the latter; and that the latter is entry-level, and incumbents are in a trainee capacity, whereas the former handles the most complex work assigned. 

This series is distinguished from the GSA procurement classifications in that individuals in Information Technology Acquisition Specialist flex classification series are subject matter experts in information technology products and services and are responsible for creating specifications and are not responsible for the procurement process. 

Information Technology Acquisition Specialist I is expected to flexibly promote to the higher-level classification of Information Technology Acquisition Specialist II upon a positive performance evaluation and successful demonstration of proficiency to perform the duties of the higher-level classification.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each employee in the classification does not necessarily perform all duties listed.

  1. Monitors tech-industry-specific trends and new technology developments to stay informed, make recommendations, and develop specifications.
  2. Plans and conducts tech-industry-specific studies, determines information gathering processes, makes accurate analysis, evaluates alternatives, makes recommendations, and prepares reports for Executive Leadership within ITD and other County departments/agencies.
  3. Researches and evaluates Technology options for countywide information technology needs.
  4. Provides consultation to ITD and Countywide clients on technology options of best value.
  5. Develops and cultivates relationships with vendors, suppliers, and internal stakeholders to ensure efficient communication and collaboration.
  6. Consult and participate in the negotiation process, under the direction of GSA, related to pricing and terms of contract with vendors to secure deals of best value.
  7. Ensures compliance with County policies, procedures, and regulations related to technology acquisition.
  8. Manages and oversees various ITD technology systems (e.g., Ivanti, ProSys and Filenet) to ensure timely and accurate delivery and tracking of technology services and products. 
  9. Creates and maintains ITD’s internal approval process. 
  10. Facilitates ITD’s Technology Acquisition Request (TAR) process.
  11. Manages acquisition life cycle for all items and services purchased.
  12. Identifies potential issues, informs management, and troubleshoots to mitigate problems.
  13. Recommends strategies and solutions to improve the technology acquisition process.
  14. Lead support staff and lead Information Technology Acquisition Specialist I.


MINIMUM QUALIFICATIONS

EITHER I
Experience:

The equivalent of two (2) years of experience in the Alameda County classification of Information Technology Acquisition Specialist I. 

OR II
Experience:

The equivalent of five (5) years of full-time professional purchasing experience, including developing and preparing contracts, specifications, and cost analysis for hardware, software, and related technology supplies and services, preferably in a public agency. 

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
