Under general direction, to design, plan and coordinate the installation of various data distribution computer networks in all County departments.
DISTINGUISHING FEATURES Data Network Design Analyst is responsible for the design and installation of the County's entire data distribution network. The incumbent, with minimum direction, must design and coordinate the installation of all data networks, including both WAN’s and LAN’s and the interconnection of the two. The incumbent evaluates user requests, prepares information necessary for the timely ordering of various data communications and network equipment or services, coordinates with users and vendors on service dates and must consider equipment and protocol compatibility. The incumbent must keep informed of rapid technological advances in the telecommunications industry, recommend changes in the network design topology to incorporate new technology when appropriate and exercise ingenuity to search for new and innovative approaches for cost-saving solutions to improve DPD data communications services. |
EXAMPLES OF DUTIES

1. Designs, plans and coordinates the installation of various data network topologies to meet current and future data capacity requirements. 2. Develops, and/or reviews Request for Proposals for the installation of data cabling of various types. 3. Conducts walk-throughs with potential vendors involving scope of work, terms and conditions, material requirements, wiring drawings, site surveys, and related contract terms and negotiations. 4. Designs backbone and station wiring plans for entire County buildings and campuses. 5. Meets with user departments and the County Communication Department to coordinate the required efforts to install complex data distribution facilities. 6. Keeps abreast of the data communications industry technology advances and relates them to appropriate applications within the County. 7. Assigns work to and supervises the employees and/or contractors that perform the wiring and equipment installation/relocation work. 8. Conducts performance evaluation reviews as necessary, assigns future goals, tracks and reports status on all assigned projects, and develops employees potential for advancement through training and experience. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of two years’ full-time experience in the class of Senior Computer Operator in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) Or II The equivalent of four years of full-time, increasingly responsible experience in the field of data communications with at least one year being in the supervision of telecommunication technicians. AND Possession of a valid California Motor Vehicle Operator's license. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
KNOWLEDGE AND SKILLS

Knowledge of: • Computer networking software for the following hardware platforms: IBM, Wang, DEC, NEC, and AT&T. • State-of-the-art data communications techniques. • Alternative building wiring design and specifications. • WAN, Wide Area Networking, such as SNA and TCP/IP. • LAN, Local Area Networking, such as token ring and ethernet. • PC's, bridges, routers, FDDI/Fiber, T1, Multiplexors, digital microwave, and related communication mediums. Abilities: • Design and install large bandwidth solutions for the lowest cost in a reliable, manageable, and standard vendor supported configuration. • Develop and write RFP’s and RFQ’s. • Communicate effectively with employees, DPD and user department management, and with many vendors. • Manage staff and multiple concurrent projects effectively. • Planning and organization. • Decision making. • Analysis and problem solving. • Flexibility. • Adaptation to stress. |
