DESCRIPTION

Under general direction, to assist the Chief Information Officer (CIO) in planning, organizing, and directing the activities of the Information Technology Department (ITD); to implement the policy decisions emanating from the CIO; to provide overall coordination and direction for one of the divisions of ITD or a combination of units from each division; builds a high-performance team; acts for department head in his/her absence; and, to do related work as required.

 

DISTINGUISHING FEATURES

 

The Assistant Chief Information Officer (Assistant CIO), is the highest level class in the Information Technology Department except that of the department head.  The incumbent reports directly to the CIO and acts for the CIO in his/her absence.  The class of Assistant CIO, is distinguished from that of the CIO in that the CIO is responsible for directing and administering the activities of the department, and is accountable to the Board of Supervisors for County-wide information systems activities whereas, the Assistant CIO has responsibility for the overall coordination and direction of assigned divisions and all assigned departmental activities.


EXAMPLES OF DUTIES

NOTE:  The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

 

1.  Assist the CIO in planning, organizing, directing and coordinating the activities of the department to provide effective use of technology resources County-wide.

2.  Assist the CIO in formulating and obtaining adherence to technical standards and procedures through coordination with departmental Executive Staff.

3.  Acts for the CIO in his/her absence or at his/her direction; represents the CIO at meetings when assigned.

4.  In conjuncture with Finance, directs the preparation and administration of the annual budget for assigned areas of responsibility.  Coordinates rate setting and revenue models.

5.  Reviews and evaluates the performance of units under their direction; makes recommendations to Managers for improvement.

6.  Analyzes the operating interrelationship between all of the divisions and the technical support staff; makes recommendations on organizational and staffing modifications for increased productivity and efficiency.

7.  Evaluates the performance of staff; prepares performance reports; and makes recommendations for salaries in the deep range.

8.  Sets the direction and establishes a high-performing and collaborative working culture through a positive management approach.

9.  Nurtures existing strategic partnerships and seeks to establish new partnerships in the technology industry and with other public entities.

10.  Participates in or oversees the development, implementation, and maintenance of policies, procedures, governance, processes, and approaches related to their areas of leadership.

11.  Participates in or may lead budgeting and spending decisions in their area of responsibility.

12.  Oversees and leads the development of long-term and short-term technology strategies and roadmaps; and provides key input to the IT budget and strategic plan.

13.  Participates in County and Departmental events such as Apps Challenges, Town Halls and Employee Appreciation.

14.  Monitors efficiency and effectiveness, makes recommendations for process improvements.

15.  Is a customer advocate and partner with a passion for solving customer challenges.

16.  Keeps up to date with emerging technology trends and analyzes possible uses within the department and the County.


MINIMUM QUALIFICATIONS

Experience:

Either I

The equivalent of one year of full-time experience in the classification of Deputy Director, ITD in the Alameda County service.

 

Or II

The equivalent of two years' of full-time experience in the classification of Technical Services Director in the Alameda County service.

 

Or III

The equivalent of eight years of full-time, paid, increasingly responsible experience in technology services with at least five years of this experience being in information technology management including at least two years of directing a large development team, technical support, or operations staff.

 

NOTE:  The Civil Service Commission may modify the above Minimum Qualifications in the Announcement of an examination.


KNOWLEDGE AND SKILLS

NOTE:  The level and scope of the following knowledge and abilities are related to duties listed under the Example of Duties section of this specification.

 

Knowledge of:

  • Technology Concepts, including Infrastructure and Cloud Services, Application Development, Web/Mobile Technologies, Project/Portfolio Management, Open Data, Citizen Engagement and Strategic Planning.  Principles and techniques of supervision, personnel management and administration.
  • Relationships of policies and procedures to staff productivity and morale.
  • Principles and techniques of planning, scheduling and control as applied to systems development and maintenance in an enterprise environment.
  • Principles of the project development lifecycle.  Estimating methods for equipment costs, production costs, programming costs, and benefits.
  • Finance and accounting as it relates to funding and billing for technology services.
  • Best practices for delivering excellent customer service and account management.
  • Developments and trends in technology.

Ability to:

  • Act in the CIO's absence to manage a large complex organization and coordinate work with other departments while maintaining continuity of policy established by department heads.
  • Act in the CIO's absence to provide overall direction to a 24 hour-per-day, 7 days-per-week center/computer installation such that uninterrupted, on-time service to end-users is maximized at a reasonable cost.
  • Identify and analyze information technology problems; draw logical conclusions; develop an effective course of action.
  • Use data to make sound business decisions.
  • Formulate application and infrastructure strategy to meet departmental goals, developing schedules, work plans and cost controls.
  • Applying principles of cost benefit analysis and cost effectiveness to project and operational activities.
  • Evaluate the productivity and performance of application services and infrastructure services.
  • Evaluate the performance of management personnel; identify training needs and work to address these needs.
  • Analyze equipment costs, production costs, and development and maintenance costs; analyze equipment for depreciation write-offs; set rates for technical services.
  • Communicate complex technical concepts on information technology strategy, problem solutions, and project progress and needs in a timely and understandable fashion to non-technical policy makers in the County.
  • Gather and analyze data, draw sound conclusions, and prepare clear, concise reports.
  • Build strong positive working relationships with internal and external patterns.
  • Work effectively with the department head, subordinate staff, department heads from other County departments, and County policy makers.
