DESCRIPTION

Under the general direction of the Board of Supervisors, serves as the Chief Information Officer (CIO) for Alameda County and as the Department Head for the Information Technology Department (ITD). The CIO’s responsibilities are to direct and administer the overall activities of the Department, ensure County agencies/departments are meeting their program responsibilities, and, in conjunction with the County Administrator's Office, impart the management control necessary to guarantee the most effective and secure use of information technology resources county-wide.

DISTINGUISHING FEATURES

This is a single-position classification and highest-level Information Technology position in the in the County service. This position is appointed by the Board of Supervisors.  Reporting directly to the CIO, are the Assistant Chief Information Officer and the Chief Technology Officer who have responsibility for providing the overall coordination and direction of assigned divisions and all departmental activities.



EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each employee in the classification does not necessarily perform all duties listed.

  1. Plans, organizes, directs, and coordinates the activities of the department to provide effective and secure use of technology resources county-wide.
  2. Maintains regular contact with County agency/department heads and serves as a technical resource to them as well as to the Board of Supervisors, County Administrator, and appropriate public entities.
  3.  Formulates and obtains adherence to technical standards through coordination with County agencies/departments.
  4. Oversees the development, implementation, and maintenance of Information Technology policies, procedures, governance, processes, and approaches for Alameda County.
  5. Ensures the County’s conformance with federal, state, and local laws and regulations as they relate to technology.
  6. Provides technical assistance and commodity services to agencies/departments with decentralized or distributed systems except where specifically exempted by the Board of Supervisors.
  7. Directs the preparation of the annual budget for the Department and administers the resources to develop, operate, maintain, and modify existing centralized information technology systems.
  8. Oversees and leads the development of long-term and short-term technology strategies and roadmaps and oversees the Department’s budget and strategic plan.
  9. Directs and establishes policies and standards related to cybersecurity. 
  10. Monitors the efficiency and effectiveness of technology within the County and drives for improvements to ensure optimal performance.
  11. Ensures a high level of customer service is provided to internal and external clients through collaborative partnership, solution-based problem-solving, and industry service metrics/accountability.
  12. Keeps up to date with emerging technology trends through attendance at professional organizations, conferences, and seminars and via social media; and analyzes possible uses within the department and the County.
  13. In conjunction with the County Purchasing Agent, provides for the acquisition of hardware, software, contracts, resources, and related services necessary to support the technical requirements within the County.
  14. Prepares and updates the Information Technology strategic plan for Alameda County and prepares presentations for the Board of Supervisors when necessary.
  15. Builds and maintains a diverse, high-caliber Technology organization.
  16. Provides overall direction to a 24-hour per day, 7-day per week data center and ensures that uninterrupted, on-time service to end-users is maximized at a reasonable cost.


MINIMUM QUALIFICATIONS


EITHER I
Experience:

The equivalent of three (3) years of full-time experience in the County classifications of Assistant Chief Information Officer or Chief Technology Officer.

OR II
Experience:

The equivalent of ten (10) years of full-time, increasingly responsible information technology experience including significant executive-level responsibility for the management of people and the implementation of complex systems and programs, the management and coordination of infrastructure projects in a large enterprise environment, combined with strong knowledge and familiarity with operating budgets, funding sources, and strategic planning/initiatives. 

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

  • Technology concepts including infrastructure and cloud services, application development, cybersecurity, radio and telephony services, web technologies, network, project/portfolio management, data, digital services, citizen engagement and strategic planning.
