DESCRIPTION

Under general direction, to provide project management, liaison, and contract administration for the coordination, design and implementation of customer requirements for computer systems and to ensure that multiple projects are delivered on time, within budget, and to customer specifications. Manages the implementation of automated solutions for the County department-projects, client/server and desktop computer systems, and network needs of the customer; and to perform related work as required.
DISTINGUISHING FEATURES This is a professional level position where incumbents provide project management, risk assessment, and technical support in the analysis, development, implementation, and maintenance of large-scale automated systems to meet customers’ specific automated needs. The Technology Project Manager may be called upon to perform tasks ranging from development of IT procedures, to budgeting and vendor liaison, to creation of system manuals. Incumbents receive guidance from senior staff on the technology teams throughout the project life cycle. The Technology Project Manager will be expected to follow through on the department Change Management process as required. This class differs from the next higher level classification of Senior Technology Project Manager in that the latter typically manages larger and more complex projects and operates with considerable independence in overall decision-making. The Senior Technology Project Manager mentors or provides assistance to other project management staff. |
EXAMPLES OF DUTIES

1. Plans and oversees IT projects to completion: Identifies scope and objectives; identifies deliverables and establishes schedules and timelines; identifies project resources and skill level of necessary resources; assigns work to the project team; monitors budget constraints and customer satisfaction levels. 2. Defines project goals and objectives; with direction, develops project scope, budget, funding and schedule; finalizes cost estimates. 3. Develops, coordinates and monitors project budgets and resources; monitors vendor performance to ensure compliance with County standards and specifications; prioritizes and schedules major activities to ensure the most effective use of staff and equipment. 4. Works with the technology team to facilitate the selection of tools and technology solutions; refines support processes and procedures; demonstrates creativity to accomplish the project goals. 5. Develops plans for the entire project life cycle which include the phases for requirements gathering, design, development, testing and implementation of technology solutions to address complex business objectives. 6. Meets with customers to establish production goals, priorities, and major work schedules for information technology projects. 7. Responsible for deliverables, cost, schedule, and quality of the project. Plans the project, resolves issues, allocates and directs staff and other resources to accomplish project tasks, maintains control over the projects. Manages overall project scope and schedule. 8. Manages multiple concurrent IT projects that are medium to high in complexity, size, and scope. 9. Manages IT project issues and conflicts, and delivers projects within budget and scope. Applies new technical approaches to best resolve customer problems. 10. Prepares detailed reports and presentations, runs meetings, and reports to department management with timely, accurate and relevant information. 11. Engages with the business partners to discuss and lay the foundation for business adoption of the technology services to be delivered. |
MINIMUM QUALIFICATIONS

Experience
The equivalent of five (5) years full-time, progressively responsible experience in project management in the area of Information Technology, or a closely related field. Substitution: (Possession of a Bachelor’s degree from an accredited college or university with a major in in Computer Science, Information Technology, Management, Business Administration, or a closely related field may substitute for two years of the required experience). Possession of a Project Management Professional (PMP) certificate is highly desirable. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
