DESCRIPTION
Under general direction, to supervise and provide project management, liaison, and contract administration for the design, implementation and modification of customer requirements for County computer systems, and to ensure that multiple projects are delivered on time, within budget, and to customer specifications. The Senior Technology Project Manager manages the implementation of automated solutions at the enterprise level, client/server and desktop computer systems, and network needs of the customer. Serves as the primary point of contact for special project requests from county departments, vendors, and stakeholders; reviews the work of Technology Project Managers; and performs related work as required.


DISTINGUISHING FEATURES

This is a senior level classification that manages and coordinates a team of professional staff and is responsible for projects of large dollar amounts, technical complexity, and political sensitivity. Incumbents seek guidance from the executives in the technology groups, operate with considerable independence in decision-making, and are expected to develop the required project plans. The Senior Technology Project Manager establishes and manages consultant teams typically associated with large, multi-year projects; establishes and controls budgets, schedules, risk management and project scope requiring input from multiple stakeholders. May provide guidance or assistance to other project management staff. The Senior Technology Project Manager differs from the next lower level classification of Technology Project Manager in that the latter works on smaller, less complex projects and receives direction throughout the project.

EXAMPLES OF DUTIES
Note: The following are the duties performed by employees in the classification, however, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Ensures that multiple projects are delivered on time, within budget, and to customer specifications.

2. Develops and directs the implementation of operational plans to support the County department/agency’s business goals.

3. Plans and oversees multiple projects to completion; identifies scope and objectives; identifies deliverables and establishes schedules and timelines; assigns work to the project team.

4. Identifies project resources and skill level of necessary resources.

5. Works with department/business managers to evaluate current and anticipated Information Technology requirements.

6. Meets with customers to establish production goals, priorities, major work schedules, status of projects, including timelines, schedules, and resources.

7. Develops and obtains consensus on service-level agreements.

8. Provides technical advice and recommends policies, procedures, enhancements and acquisition of hardware, software, and services of customers.

9. Develops plans for the entire project life cycle which include the phases for requirements gathering, design, development, testing and implementation of technology solutions to address complex business objectives.

10. Develops cost and budget analysis.

11. Determines long-range project staff requirements.

12. Consults with clients of projects; advises on project feasibility and recommends solutions.

13. Develops information systems architecture involving integration of multiple platforms, vendors, projects and technologies.

14. Prepares budget reports and cost control analysis; keeps projects within approved budgets and on their approved schedule; analyzes claims and recommends approval of consultant/contracts payment.

15. Prepares detailed reports and presentations, runs meetings, and reports to department management with timely, accurate and relevant information.

16. Engages with the business partners to discuss and lay the foundation for business adoption of the technology services that will be delivered.


MINIMUM QUALIFICATIONS

Either I
Experience:

The equivalent of one (1) year of full-time experience in the classification of Technology Project Manager in Alameda County.

Or II
Experience:

The equivalent of six (6) years full-time, progressively responsible experience in project management with demonstrated experience in managing the design, development, implementation, operation and maintenance of a large complex information systems program in a large, multi-service public or private sector organization.

(Possession of a Bachelor’s degree from an accredited college or university with a major in Computer Science, Information Technology, Management, Business Administration, or a closely related field may be substituted for two years of the required experience). Possession of a Project Management Professional (PMP) certificate is highly desirable.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
