DESCRIPTION
Under direction, to manage the development, operation and maintenance of all Internet and Intranet websites and applications; establish standards used by other departments/agencies in constructing their websites; work with customer departments/agencies to help define requirements for website design and marketing; serve as a social media strategist and open data proponent; to supervise and coordinate the work of a group responsible for the web development needs of County departments/agencies; and to perform related work as required.


DISTINGUISHING FEATURES

The class of County Webmaster is a single position classification, which has responsibility for technical aspects and design development of designated websites within the County. The County Webmaster is a social media strategist and technical architect of the front end web development process for the Information Technology Department and other designated user departments/agencies. The County Webmaster works with the departments/agencies to define customer requirements for website development, and manages development, testing and deployment of the websites, including tracking and evaluation of website development projects, maintaining extensive communication with departments/agencies and providing web performance and quality assurance auditing.

This position is distinguished from the lower classification of Web Designer III in that the County Webmaster supervises and directs Analysts, Designers, and Engineers, and provides technical expertise in web development.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each Individual in the classification does not necessarily perform all duties listed.

1. Plans, directs and coordinates the work of the web team; confers with the Web Designer III on organizational problems such as project distribution, personnel training and performance evaluation, and technical problems related to web development.

2. Designs, develops, edits, tests and maintains web sites.

3. Creates, composes and edits graphic materials, such as photos, logos and business graphics.

4. Sets up website analytics and monitors web statistics.

5. Develops website proposals for customers: determines customer needs, documents scope, estimates effort and develops project timelines.

6. Provides guidance to user departments/agencies in developing their website requirements.

7. Identifies and defines website development resources, and works with managers to staff projects.

8. Provides input to Information Technology Managers on contracts with website vendors.

9. Monitors and evaluates the performance of vendors to ensure that contracts and agreements are followed and problems are dealt with on a timely basis.

10. Acts as a liaison with public and private agencies and external community groups and organizations concerning website development and use.

11. Prepares project estimates, project plans and status reports on website development projects.

12. Assists Information Technology Managers in hiring staff and providing performance feedback for the web team.

13. Provides technical guidance, resources and coaching to the web team.

14. Directs, assigns and monitors the work of staff assigned to maintain websites.

15. Works closely with Programmers to help design, develop and test the user interface for mobile and other web applications.

16. Manages the social media channels for the County departments/agencies. Identifies the right social media channels to communicate with the online community.

17. Provides technical leadership in identifying, using, and increasing County’s community engagement initiatives including open data initiative and use of online civic engagement tools.

18. Fulfills multiple project requests simultaneously while meeting tight deadlines.

19. Builds reusable code and libraries for future use.

20. Ensures the technical feasibility of UI/UX designs.

21. Helps create marketing materials for promoting County events, and uses social media, as necessary, to promote and to provide updates on County events.


MINIMUM QUALIFICATIONS

Either I
Experience:

The equivalent of two (2) years of full-time experience in the class of Web Designer III in the Alameda County classified service.

Or II
Experience:

The equivalent of eight (8) years of full-time, increasingly responsible experience performing web page/site design and maintenance.

Substitution:

Completion of 30 semester, or 45 quarter units of Information Technology, Computer Science, Computer Information Systems, Computer Graphics, or Web Design courses from an accredited college or university may be substituted for one year of the required experience.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

• Reach, inform, and engage County audiences through web, email, mobile, and social media channels.
