DESCRIPTION
Under direction, to assume full operational responsibility for the Emergency Services Dispatch Center on an assigned shift; to investigate and resolve service or personnel-related complaints; to serve as a dispatcher as necessary; to perform related work as required.

DISTINGUISHING FEATURES

Emergency Services Dispatch Supervisors work as shift supervisors in the Emergency Services Dispatch Center, where they supervise dispatcher personnel.  This position works various shifts, holidays, and weekends.  This class differs from the next lower class of Emergency Services Dispatcher II by having supervisory administrative responsibility for a shift.


EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Supervises dispatcher personnel by both observation and monitoring of radio, computer-aided dispatch activity, and telephone circuits utilized by such personnel.
  2. Assists with training of new personnel in proper complaint taking/dispatching procedures and protocols.
  3. Conducts training classes as required for personnel of user and contract agencies.
  4. Investigates and reports findings to resolve service or personnel-related complaints.
  5. Assigns, reviews, and evaluates work performance of assigned personnel.
  6. Recommends on hiring, disciplining, and terminating assigned personnel.
  7. Calls off-duty personnel needed for emergency services.
  8. Remains current with jurisdictional boundaries, including major roads, streets, industrial/public plants, and buildings.
  9.  Reports the need for repair of operational equipment and internal malfunctions affecting the continuity of service.
  10. Oversees the maintenance of complete radio, stolen vehicle system, and subpoena logs.
  11. Compiles personnel quality performance reviews and prepares detailed reports on activities during the shift worked.
  12. May perform other duties as assigned.

MINIMUM QUALIFICATIONS
EITHER I

The equivalent of three (3) years of full-time experience in the class of Emergency Services Dispatcher II in the Alameda County classified service.  

OR II

The equivalent of four (4) years of full-time journey-level dispatching experience with a public safety agency, one (1) year of which must include supervisory or lead experience.

Special Requirements:

  • Normal hearing in each ear.
  • Ability to type 40 net words per minute.
  •  A thorough background investigation will be made of all prospective candidates, including a psychological exam.
NOTE: The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the "Examples of Duties" section of this specification.

Knowledge of:

  • Methods, operations, and functions of the dispatch center.
  • Public safety radio communication techniques.
  • The operation of complex radio, digital telephones, and computer-aided dispatch equipment
  • Location of the highways, main streets, major buildings, and geography of Alameda County.
  • Regulations of the Federal Communications Commission regarding radio-telephone operations.

Ability to:

  • Make judgments on all possible decisions and be aware of the ramifications or possible impact of each decision.
  • Recognize when a decision is necessary and exhibit readiness to make appropriate decisions.
  • Recognize problems and intervene before they reach a crisis level.
