DESCRIPTION

Under general direction, to be in charge of a major engineering, construction, maintenance, or related activity; to help plan major engineering projects and to supervise the work of professional and sub-professional engineering personnel; and to do related work as required.

DISTINGUISHING FEATURES

Senior Civil Engineers have a continuing responsibility for the quality and quantity of the work of a unit, as well as other supervisory duties, as distinguished from the next lower level, Associate Civil Engineers, who generally have responsibility for projects. The unit under a Senior Civil Engineer is relatively homogeneous, whereas higher-level supervisors, such as Principal Civil Engineers, are responsible for several such units, covering a variety of functions.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

Plans, organizes, directs, and reviews the work of a permanent section or unit engaged in construction, design, survey records, flood control or road maintenance, interagency coordination, plan review, permit inspection, review of engineering and public works aspects of land use plans, water resources, traffic, transportation planning or similar engineering activities; supervises and reviews the preparation of detailed engineering plans and specifications; provides engineering services and consultation; prepares and supervises engineering studies.
Supervises the review, project coordination, analysis, design, and preparation of road, traffic, or flood control plans and specifications and personally performs the most difficult engineering projects; prepares strategic plans for the development of future road, traffic, and flood control facilities.
Plans and directs road and/or flood control maintenance activities; directs the coordination of departmental activities with those of public utilities, private contractors, and public agencies; supervises the review of plans of subdivisions, tracts, roads, and other engineering projects for adequacy of drainage, traffic control, and road improvements.
Assists in the preparation and administration of the budget for the section or unit; inspects work in progress and on completion, and makes recommendations with engineering justification; meets with the public and other agencies to interpret and explain departmental plans and policies; investigates complaints from the public.
Interviews applicants for employment and makes recommendations in hiring personnel, including consultants.

MINIMUM QUALIFICATIONS

EITHER I

Experience:

The equivalent of one (1) year of experience in the classification of Associate Civil Engineer, or in an equivalent or higher engineering classification in the Alameda County classified service.

OR II

Education:

Possession of a bachelor's degree from an accredited college or university with a major in civil engineering.

AND

Experience:

The equivalent of two (2) years of professional engineering experience subsequent to becoming a Licensed Professional Engineer.

The equivalent of four (4) years of progressively responsible, full-time professional civil engineering experience, at least two (2) years of which were in a supervisory or administrative capacity.

Certificate and License:

Possession of a valid License as a Professional Engineer issued by the California Board for Professional Engineers, Land Surveyors, and Geologists.

Possession and maintenance of a valid Class C California State Motor Vehicle Operator's license.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
