DESCRIPTION
Under direction, to be in charge of a major division of the Engineering and Construction, Development Services, or Maintenance and Operations Departments of the Public Works Agency; to plan, coordinate, and direct the work of the division and to coordinate that work with the activities of other divisions and departments; to give general direction and technical aid to professional and nonprofessional personnel; and to do related work as required.

DISTINGUISHING FEATURES

Principal Civil Engineers are in charge of a major operating division of a department comprised of independent work units or sections, as distinguished from the first-line supervisors, such as Senior Civil Engineers, who head these sections, each responsible for a variety of projects.

A Principal Civil Engineer may carry independent responsibility for a program of extremely broad scope that is characterized by highly difficult and sensitive public and legislative problems.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Plans, organizes, coordinates, and directs the work of a division engaged in a wide variety of activities, such as:  Preparation or review of hydrological studies and hydraulic plans, preparation or review of plans, profiles and specifications involved in the design of flood control structures, roads, traffic engineering, water conservation facilities, water supply and treatment facilities, and related structures, including culverts, pipelines, drainage channels, street lighting, roads, and bridges; review of engineering and public works aspects of land use plans; surveying, mapping and collection of field data; calculation and description of rights of way; direction and inspection of construction work done under contract or permits; interpretation of plans and specifications; testing of materials; maintenance of road and flood control facilities; construction and repair by maintenance staff of roads and structures and preparation of work orders for such tasks; operation of road and flood control facilities; transportation planning; and investigation of complaints from the public.
  2. Represents the department at public meetings.
  3. Maintains cooperation between the department, utility, and other companies to prevent conflicts in construction.
  4. Supervises the preparation of, or personally prepares, written studies or reports on engineering matters and strategic plans for future development of road and flood control facilities.
  5. Prepares annual budget estimates of the division, compiling necessary data, such as man-hour, material, and construction costs per project.


MINIMUM QUALIFICATIONS
EITHER I

The equivalent of two (2) years of experience in the classification of Senior Civil Engineer; or three (3) years of experience in the classification of Associate Civil Engineer or the equivalent, in the Alameda County classified service that included or was supplemented by the equivalent of two (2) years of experience in the supervision of, or participation in, the design, review or inspection of either major road appurtenant structures or drainage and related flood control structures, including land development review.

OR II
Education:

Possession of a bachelor's degree from an accredited college or university with a major in engineering.

AND
Experience:

The equivalent of three (3) years of professional engineering experience subsequent to becoming a Licensed Professional Engineer, at least two (2) years of which were in a supervisory or administrative capacity.

OR III
Experience:

The equivalent of five (5) years of progressively responsible, full-time professional civil engineering experience, at least two (2) years of which were in a supervisory capacity.

Certificate and License:

Possession of a valid License as a Professional Engineer issued by the California Board of Professional Engineers, Land Surveyors, and Geologists.

Possession and maintenance of a valid Class C California Motor Vehicle Operator's license.

NOTE: The Civil Service Commission may modify the Minimum Qualifications in the announcement of an examination.
